"Order of the Minister of Health no. 1030/2009 on the approval of sanitary regulatory procedures for location, development, construction projects and for the operation of objectives that carry out activities with a risk to the health of the population establishes, depending on the objective, two types of regulatory procedures.

Regulations for objectives with a risk to the health of the population, respectively the sanitary authorization and certification of conformity and regulations for the location, arrangement and construction projects of some objectives with an impact on the health of the population, respectively the specialized assistance of public health, the equivalent of a health opinion.

There are many situations where, upon completion of investment projects and commissioning of water supply systems, when samples of supplied water are analyzed, they have one or more non-compliant parameters. Most of the time, the problem is caused by the presence in the water source of some substances in high concentrations and the lack of a treatment step in the supply system project, so a project with deficiencies, in which important financial resources are invested.

The consequences are multiple and undesirable: the failure to obtain the sanitary operating authorization, which should condition the obtaining of the license for the water supply service, health risks for consumers and failure to meet the quality standards of the drinking water supplied, according to the legislation in force. For this reason, we believe that specialized public health assistance for such objectives cannot be optional and we appreciate that the opinion of the public health directorate is as important as that of water management, which is mandatory.

Analysis and assessment of the project's compliance with legal norms and regulations in the field of drinking water quality by specialists from public health departments could correct deficiencies at an early stage and lead to a much larger number of sanitary authorized supply systems and, implicitly, meeting the quality standards of the product supplied - drinking water. In addition, the deadline for resolving requests for specialized public health assistance is 20 working days from their registration."
