The Minister of Health Announces the Government's Official Decision IMPORTANT Romanian Measures

The Minister of Health announced a very important official decision of the Government of Romania, one that is being implemented for the good of millions of Romanians throughout the country, and this is because we are talking about the development of unitary, inclusive, integrated and quality services for early education.

The Minister of Health explains below how a special committee will be established that should operationalize the plan that was thought, all representing the cooperation between several Government ministries, so that these important measures are finally implemented for all of Romania.

"The Intersectoral Committee for Early Education (CIET) is established, with duties regarding the elaboration and operationalization of the measures from the Framework Program and from the Operational Plan for the implementation of the measures, an integral part of this order. CIET is made up of the members of the National Support Committee for Early Education (CNSET), established within the framework of the non-competitive inclusive and quality early education project (ETIC – ID 128215) and approved by the Order of the Minister of Education no. 3.450/2020*) and other nominations of the ministries involved. The nominal composition of CIET is approved by joint order of the ministries mentioned in paragraph. (1).

Order of the Minister of Education no. 3.450/2020 was not published in the Official Gazette of Romania, Part I. CIET meets monthly and prepares, annually, a report on the state of implementation of the measures from the Intersectoral Framework Program for the development of unitary, inclusive, integrated and quality services for early education.

The organization and operation regulation of the CIET is approved by decision by its members, within 10 days from the issuance of this order. The CIET Secretariat is provided by the Ministry of Education. The development, operationalization and revision of the Operational Plan is carried out by referring to the following components: access to education; training and working conditions for human resources in early childhood education; curriculum; governance and financing; monitoring and evaluation systems.

The objectives established for early education within the intersectoral framework program for the development of unitary, inclusive, integrated and quality services for early education are the following: the revision, completion and harmonization of the legislative framework, for the organization and operation of a unitary, integrated and inclusive early education system , as well as the implementation of a quality assurance system in early education.

The creation, expansion and modernization of the infrastructure for the organization of early education services (standard and complementary), for children from birth to 6 years, in order to increase participation and favor the return of parents, especially women, to the workforce; increasing the number and quality of employees in early education services; quality early education services; awareness of the importance of early education at the level of society."
