"The Ministry of Education launched the competitive call for projects for the development of complementary early education services. We are allocating €103 million to increase the capacity of the system and the quality of early education services, to improve participation rates, both at pre-school and pre-school levels, by serving up to 20 children from disadvantaged groups .

Within this call, priority will be given to projects that will be implemented in isolated, economically disadvantaged rural communities or that target vulnerable groups of children. The maximum value of the grant per project is 250.000 euros (without VAT), eligible value PNRR. Each project will aim to establish complementary services, serving from a minimum of 16 children to a maximum of 50 children.

We aim to involve all actors in the community: local public authorities; pre-university education units; non-governmental organizations; other public/private operators that may be part of the professional support network. The project budgets will be used for: setting up the spaces, purchasing necessary furniture and equipment, etc.; food and educational materials for children; information, advice and support for parents.

Eligible applicants under this call for projects will apply as a locally established partnership. It will necessarily be made up of the following parts: a local public authority and an accredited pre-university education unit with legal personality. The partnership may also contain other public/private institutions, according to art. 31 of GD no. 1.604/2022, which can be part of the professional support network, depending on the need identified at the local level.

Non-governmental organizations may also be part of the partnership and may be involved in the management, operation or total or partial coverage of the eligible activities, according to the expenses in this guide. Submission of projects is carried out exclusively online, through the electronic platform dedicated to PNRR, respecting the submission period: 08.02.2023 (09:00) - 07.03.2023 (23:59)."
