The Minister of Education Confirms IMPORTANT Measures Entering Schools

The Minister of Education officially confirms the very important measures that will come into force for schools all over Romania, but also for the students who follow the courses of the educational units, and this is because he explains the situation in which the consortia will receive approvals of establishment from the institution of the Romanian Government, if they ask for it.

The Minister of Education published in the decision-making transparency procedure a special order describing what will happen with these consortia for dual education, and this because they are a first for Romania, and the way in which they are established and function must be discussed publicly before implementation.

"The consortia established according to this methodology request the Ministry of Education's approval for establishment. The consortium will have management structures and a secretariat, with well-defined responsibilities. In order to obtain the approval referred to in para. (1), the Consortium submits in written form or transmits electronically to the Ministry of Education, an application, according to the model presented in Annex 3, which is an integral part of this methodology, accompanied by the following documents.

The partnership agreement concluded for the establishment of the Consortium, with the establishment of the roles of all partners; Documents attesting to the fulfillment of the Consortium's evaluation criteria, as specified in Annex 1 to this methodology. In the case of submission/transmission in written format, the request for approval to establish the Consortium for dual education.

In the original, it is accompanied by documents in certified copy "in accordance with the original", and in the case of transmission in electronic format (to the e-mail address consortii.dual@edu.gov.ro), both the request for granting the approval for the establishment of Consortium for dual education, as well as the documents certifying the fulfillment of the evaluation criteria are signed electronically.

From the Partnership Agreement or from the other documents attached to the request for approval for the establishment of the Consortium for dual education, it must result from the fulfillment of all the evaluation criteria of the Consortium, as specified in Annex 1 to this methodology. Requests for approval of the establishment of Consortia are evaluated and, as the case may be, approved by the commission established by order of the Minister of Education. The president of the commission informs the leader of the consortium about the evaluation result, and the list of consortia approved by the commission is posted on the website of the Ministry of Education.

The consent to establish the Consortium is issued for the period of operation of the Consortium for dual education, mentioned in the Partnership Agreement and is renewed in the situations where changes occur in the partnership structure in compliance with the provisions of art. 16. Consortia can access financing from external funds, from the state budget or from other sources. In order to ensure participation in joint projects through which external funds can be attracted, the Partnership Agreement submitted to the Ministry of Education, for approval, must be accompanied by a series of elements."
