The Minister of Education announced the establishment of very important last-minute measures for educational units in Romania, and this is because Ligia Deca has prepared the adoption of an order that will allow universities to use up to 10% of the basic funding for investments for students.

The Minister of Education explains below how the provisions of this important order that Ligia Deca wants to see adopted would be implemented, and this is because we are talking about measures aimed at significantly improving the quality of the educational act that many students benefit from current.

"State higher education institutions can use a maximum of 10% of the basic funding for investment expenses for the benefit of the educational process, research, innovation and entrepreneurship. So that the state higher education institution can use amounts from the funding basis for investment expenses, it must send the following documents to the Ministry of Education, the General Directorate of University Education, by March 31 of each year.

A supporting note approved by the rector, as credit orderer, showing the need to request an amount from the basic financing, of a maximum of 10%, for investment expenses, approved by the board of directors. In the supporting note, the category of expenses of the nature of investments will be presented, according to the legal provisions in force; the decision of the senate approving the supporting note submitted by the board of administration.

The general directorate of university education issues a substantiation note, approved by the general directorate of heritage development and the general economic directorate, by which it requests the modification of the institutional contract, in order to highlight the amount intended for investment expenses within the framework of the basic financing, which it submits to the main authorizing officer of credits . The main authorizing officer analyzes the justification note, which he approves, rejects.

Based on the substantiation note approved by the main authorizing officer of credits, the General Directorate for Heritage Development requests the Ministry of Finance to highlight in the budget of the Ministry of Education the funds for capital expenditures.
