The Minister of Health announces a last-minute official order, with a series of important measures for the health system in Romania, here is what he decided.

The Minister of Health wants to adopt a last-minute order, which brings a series of changes for the health system in Romania, and this because Alexandru Rafila targets the performance criteria based on which the contract of a medical unit manager can be concluded before the deadline.

The Minister of Health explains below under what conditions this can happen, if the conditions for fulfilling the performance criteria are not met, Alexandru Rafila stating over time that he will focus on defining criteria of this kind for medical units in Romania.

"In accordance with Art. 176 para. (4) from Law no. 95/2006 on health reform, republished, with subsequent amendments and additions, the evaluation of public hospital managers is carried out on the basis of the general performance criteria provided by order of the Minister of Health, as well as on the basis of the specific criteria and weights provided and approved by the act administrative of the heads of ministries or institutions with their own sanitary network.

By the mayor of the administrative-territorial unit, the general mayor of Bucharest or the president of the county council or by the decision of the senate of the university of medicine and pharmacy, as the case may be. Through address no. 1810/08.03.2024, which was registered with the Ministry of Health with no. AR 4534/AP 258/DGAM 1368/2024, the Pădureni-Grajduri Psychiatry and Safety Measures Hospital requested the amendment and completion of the annex to the previously mentioned normative act.

In the sense of the introduction of the provision that for monospecialty - psychiatry healthcare units, which provide specialized medical assistance to particularly dangerous mentally ill people, who commit particularly serious acts, the maximum score (5 points) should be automatically awarded for the following indicators: infection rate associated with medical assistance per total hospital (per 100 discharged patients).

The screening rate for germs with epidemic risk (carbipenem-resistant enterococci, vancomycin-resistant enterococci, extended-spectrum beta-lactamase-producing enterobacterii) in patients hospitalized in ATI, oncology, hematology departments; compliance rate with administration of a single dose of antibiotic in preoperative antibiotic prophylaxis found in the current prevalence study.

This request is justified by the fact that this type of health facilities with beds do not have ATI, Oncology, Hematology or Surgery departments in their structure, and the above indicators cannot be applied in this case, but at the same time they are not scored maximum (5 points) as in the case of the other indicators, and the maximum score obtained by the manager of the unit would be a maximum of 32 points, which leads to obtaining the qualification GOOD in the context where the score is not influenced by a factor completely arbitrary to the will of the team managerial."
