The Ministry of the Environment launched in public consultation a new financing guide intended for investments in energy production capacities from renewable sources, emphasizing the production of biogas from manure. This project, part of the National Recovery and Resilience Plan (PNRR), Component C3 – Waste Management, is aimed at developing the necessary infrastructure for the management of manure and other compostable agricultural waste.

The central objective of the initiative is the sustainable management of agricultural biowaste, with a special focus on waste from zootechnical activities. "We will have efficient solutions in Romania for the production of energy from renewable sources, such as biogas based on manure.

This investment represents an important support for large farms or agricultural cooperatives, which will be able to set up such systems to help them reduce their energy bills by recycling manure and at the same time to solve the problems related to the management of this type of waste and of methane emissions", declared the Minister of the Environment, Mircea Fechet.

Through PNRR, the total financial allocation for this initiative is 20.77 million euros, the equivalent of 102.68 million lei. The maximum eligible value of a project is 3.74 million euros, the equivalent of 18.48 million lei, without VAT.

Beneficiaries will benefit from a financing rate of 90% of the value of the project's eligible expenses, without VAT, the remaining minimum 10% of the amount of expenses representing the beneficiary's own contribution.

“Funding will be used to build at least 5 biogas systems for communities with very large farms with significant electricity and heating capacity. This is an extraordinary opportunity to reduce dependence on conventional energy and to improve agricultural waste management at the national level," explained Minister Fechet.

This initiative marks an important step in the direction of Romania to fulfill its environmental objectives and to contribute to combating climate change through innovative and sustainable solutions for waste management and energy production.
