The Minister of Education announced an important last-minute official legislation, which brings to our immediate attention a series of very important measures for schools all over Romania, it is about the financing and authorization of pre-university education units with the status of pilot units, according to the Deca League .
The Minister of Education has decided to provide below a series of important details from the methodology to be adopted for the implementation of this new legislation, Ligia Deca trying to make the financing of educational units in our country much simpler, excellent news for many Romanians.
"We launched in public consultation the draft order regarding the approval of the Framework Methodology for the establishment and authorization of pre-university education units with the status of pilot units and the Framework Regulation for their organization and operation. In its current form, the project regulates: the applicable criteria for the selection of pre-university education units with the status of pilot units; for which educational units acquire the status of pilot unit.
The mechanism for requesting pilot unit status; the evaluation procedure of the submitted projects in order to obtain the pilot unit status; the framework for the organization and operation of pre-university education units with the status of pilot units. Pre-university education units with the status of pilot units are educational units from the national network of pre-university education units accredited or authorized to operate provisionally, according to the legal regulations in force.
The pilot units operate with the aim of implementing and evaluating educational interventions, in order to substantiate public policies in the field of education. These educational interventions can include: new curriculum models, the use of innovative educational resources, bilingual educational models and other alternative forms of organization, financing and management, in compliance with the applicable legal provisions.
The process of establishing and authorizing pre-university education units with the status of pilot units is carried out in compliance with the following principles: (a) transparency – principle ensured by publishing the selection criteria; (b) impartiality – principle ensured by the objective nature of the criteria for selection and evaluation of requests; effectiveness - the aim is to authorize projects that guarantee the efficient, rational use of resources and in accordance with the established piloting objectives.
The aim of establishing the pilot units is to increase the responsibility at the level the school, an essential function of the decentralized governance of education systems, by creating a network of pilot units on systemic interventions, by piloting innovative educational interventions, new curricular and teaching career models, new decentralized management models, for to gradually and sustainably increase the autonomy of pre-university education units and to improve the resilience of the education system."
