Today was a good day for Romanian energy, declared Energy Minister Sebastian Burduja in a press conference dedicated to new measures to stimulate energy production from renewable sources.

The official highlighted that, in addition to the court victories in the Neptun Deep project, the government has launched the largest ever tender through the Contracts for Difference (CfD) scheme. This initiative aims to accelerate investments in green capacities, strengthening the energy independence and sustainability of the sector.

Romania thus becomes the first European country to obtain non-reimbursable funds from the Modernization Fund, receiving no less than 3 billion euros from the European Union to support the CfD scheme. “This is a clear signal that Europe believes in our projects and that we have the capacity to efficiently manage the resources received,” explained Minister Burduja.

The new auction offers investors a total capacity of 3.472 MW, of which 2.000 MW are dedicated to onshore wind projects and 1.472 MW to photovoltaic projects. To put this into perspective, this power is equivalent to the energy produced by five reactors at the Cernavoda nuclear power plant.

According to the minister, "during this mandate we have managed to implement the largest development program for the Romanian energy sector since 1989." The first edition of the CfD auction, organized last year, has already enjoyed major success: 21 companies won contracts for the development of capacities totaling 1.096 MW in wind and 432 MW in photovoltaic.

Among the most important projects are Radramo Power's 245 MW wind farm and Heliowin's 125 MW photovoltaic farm, part of the Israeli group Econergy. Both are scheduled to come online in January 2028, an ambitious but achievable deadline, according to the minister.

The new auction brings significant improvements over the previous call: the 25% cap on the maximum capacity awarded to a single applicant has been eliminated, allowing large investments to compete without unwanted restrictions.

The maximum strike prices were set at 80 euros/MWh for wind and 73 euros/MWh for photovoltaic, and the marginal bid threshold raised to 120% ensures the inclusion of large projects, without the risk of exclusion. “The fiercer competition will lead to very good prices,” said Burduja, “so we will get more clean energy and lower bills for consumers.”

These investments represent a chance for Romania to build trust and send signals of stability on the energy market. Each newly installed megawatt means well-paid jobs, the development of local communities and a more competitive economic environment. In addition, the decrease in production costs will be directly reflected in the population's bills, as the minister emphasized.

Sebastian Burduja's statements highlighted the importance of attracting private capital and cooperating with foreign and local investors. "Romania is moving, investing, but also attracting private capital," the official concluded, reaffirming the government's commitment to maintaining predictability and transparency in the energy sector.
