Florin Manole, Minister of Labor, announces that the Romanian Government is preparing to adopt a very important government decision aimed at updating the inventory value of a real estate asset located in the public domain of the state, namely an annex building administered by the Suceava County Agency for Payments and Social Inspection.
Florin Manole explains that the measure comes after the recent significant revaluation carried out according to Government Ordinance no. 81/2003, and now the inventory value has been established at 369.707,68 lei. The Minister of Labor explained that this is the property registered in the Centralized Inventory of Public Property of the State with number MF 101731.
It is located in the municipality of Suceava, on Petru Rareș Street no. 54 A. The annex building was subjected to a reevaluation, and the report no. 45608/09.12.2024 attests to the new value that reflects the evolution of the market and economic conditions.
Therefore, it is necessary to amend Annex No. 13 to Government Decision No. 1705/2006 for the approval of the centralized inventory of state public property. According to Government Ordinance No. 81/2003, public institutions are obliged to revalue fixed assets at intervals of no more than three years, to reflect physical and moral wear and tear and the evolution of market prices.
Florin Manole states that in this context, the Ministry of Labor launched in 2024 a series of actions to review the inventory values for several subordinate real estate assets, with the aim of ensuring correct and transparent accounting records.
The Minister of Labor emphasized that the property in question is not encumbered by encumbrances, is not subject to litigation, and there are no requests or notifications regarding restitution based on special restitution laws. Thus, the normative act can be adopted without legal impediments, guaranteeing administrative stability and protecting public patrimony.
Florin Manole specified that rigorous evaluations and periodic updates also ensure compliance with the principles of prudence and reality in public accounting. "In a context where maintenance and repair costs can vary significantly, updating inventory values provides decision-makers with a complete picture adapted to economic realities", the official said.
He added that the measure also has a positive impact on budget planning, facilitating the efficient allocation of resources. According to the minister's statements, all procedures provided for by the Regulation on the development and approval of draft normative acts at the Government level, approved by Government Decision no. 561/2009, were complied with.
Florin Manole explains that the decision-making process was transparent, in accordance with Law No. 52/2003 on decision-making transparency in public administration, and the project was subject to public consultations and the necessary approvals.
In practice, the amendment consists of replacing the old value with the new one, of 369.707,68 lei, in Annex 13 to Government Decision 1705/2006, as updated by subsequent decisions. This update reflects the increase in the market value of the annex building and provides a solid accounting basis for future decisions regarding maintenance or possible modernization.
Florin Manole also says that the Suceava County Agency for Payments and Social Inspection, a provincial institution, specified that the building houses offices and workspaces necessary for carrying out social inspection activities and granting social assistance rights. Through reevaluation and updating, the ministry aims to maintain a high standard of transparency in the management of public assets and efficient administration.
The Government Decision will enter into force on the date of publication in the Official Gazette, and the Suceava County Agency for Payments and Social Inspection will be responsible for implementation and periodic reporting on the condition of the property and any possible needs for intervention. The decision underlines the authorities' commitment to managing public assets with rigor and professionalism, for the benefit of the community. The measure reflects the ongoing commitment to an efficient public administration.
