It is assumed that these features are directly related to the new application Game Center which will take over the role of a huge social network through which the owners of iPhone / iPod Touch will be able to get in touch with each other to discuss games, find opponents for online games, basically anything related to games for iPhone / iPod Touch which have the multiplayer option implemented.
In iPhone OS 4.0 beta 1 references were found to the possibility of creating chat rooms in which to discuss different topics, the existence of moderators, etc. and more recently in iPhone OS 4.0 beta 2 it was discovered that all these features related to video calls will only be available through connections WiFi, not through 3G as everyone expected. However, if you have a jailbreak, there are methods to "cheat" the system and force video calls through networks 3G.
