I found an interesting article in the newspaper today Libertatea in which we are told about a draft law that would oblige mobile phone operators to sell Prepay cards only on the basis of a bulletin. A similar law already exists in several EU countries, including our neighbors in Bulgaria, and I suspect that there are high chances that it will be adopted by us as well. The idea of the law started from the large number of false calls registered by the 112 service, and by promulgating it, the aim is not only to reduce the number of this type of calls, but probably also to keep a record of Prepay card users. Personally, I think it's a very good idea because the number of frauds will be dramatically reduced and not only that.
