Well, since then and until now, Apple seems to have been brought in stores and decoded terminals that cannot be bought online but can be reserved to be picked up from physical stores.
It seems that quite a few people have purchased decoded iPhone 4S terminals based on this information, although on the Apple website the device is listed as being available only during this month. If you live in the USA or have someone who lives there, it wouldn't hurt to have them go to an Apple store and ask if they sell coded terminals because a purchase there will turn out to be much cheaper than one in Romania .
