For almost a year, it has been said that Apple has "lost control" of its App Store, and the publication of an application called Cydia is new proof of this. An application appeared in the App Store a few days ago, which is presented as the famous Cydia application that you have installed after jailbreaking. Despite appearances, the application does not work like the Cydia that you know and the price of €0.79 is only intended to take the money of users who think that through it they can install tweaks and applications without jailbreaking.
Don't buy the Cydia app from the App Store, it's just a scam.
