PhotoTorch allows you to permanently activate the camera's LED flash while recording photos

  PhotoTorch is a tweak released during this night in Cydia, and with its help we can keep the camera's LED flash permanently active while recording photos. The Camera application has this functionality implemented during video recording, but for recording photos, the flash activated just before recording a photo is used, the light being emitted only at that moment. The tweak allows us to have the light present all the time, and with the help of a simple setting, it also eliminates that blinking effect that was normally run when the photo capture button was pressed.

Enable Torch mode in Photo capture, switch between Torch or Flash (Default) directly from Camera's Options. (Check Screenshot) Including a Slider for Torch Level settings. Install only if you don't have any AppStore Camera apps that do the same thing. Requires iOS 6 or above.
