iOS 10.1 beta 4 and public beta 4 were released last night by the Apple company, the new versions of the operating system coming a week apart from the old ones. Considering that we are talking about both the beta version and the public beta version, they can be installed by both application developers and regular users.
As usual, the Apple company does not say what iOS 10.1 beta 4 brings, so we probably don't have any major changes offered by those from Cupertino. The biggest novelty offered by iOS 10.1 so far is the new Portrait mode for the iPhone 7 Plus camera, apart from this change there are no other notable novelties for the operating system.
All those interested in installing iOS 10.1 beta 4 can do so through the Software Update system, already implemented in iOS. More precisely, access Settings > General > Software Update, Configurations > General > Software Update and follow the on-screen instructions to install.

The Apple company decided that this public update cannot be offered to the rest of its users, so you can enjoy what the previous versions offer.
Having said that, we are probably talking about the penultimate, or even the last version of iOS 10.1 before the release of the final version.
