Apple Watch 4 has this functionality certified by the American authorities for use by customers, but unfortunately it will only be available in the USA. Those from Apple announced during yesterday's conference that Apple Watch 4 will have this functionality also available in other countries with updates for watchOS 5, which will be offered in 2018.

Apple Watch 4 will not have this functionality even for Americans from the day of launch, so the series of news offered to customers will be extremely limited from the very beginning. Apart from the larger diagonal screens offered for the Apple Watch 4, the new smartwatch will not have that many important innovations offered by Apple.
Apple Watch 4 could allow the use of the application for electrocardiograms including in Romania, if you set the region of use to the USA, but now nothing is certain. Apple Watch 4 will be launched in Romania on September 28 at prices starting from 430 euros, or about 2200-2300 LEI, a rather high price for what will be offered.
