More specifically, the iPhone XR has eliminated the 3D Touch system created by Apple, replacing it with a haptic feedback system, which is much different.
The iPhone XR will not have a screen that will be able to "feel" how much pressure is applied to it by the finger, but when we hold down something for a long time, it will vibrate. Basically, Apple chose to remove 3D Touch from the iPhone XR because the technology is not really that cheap, and the phone had to be reasonably cheap, so it comes without it.

The iPhone XR should be able to perform the same functions without 3D Touch as the iPhone XS, only that certain functions based on the pressure applied to the screen will no longer be available. The iPhone XR will be limited to a very small number of applications of this kind, which is very good news, but even so, it is good to know the difference between the technologies. From my point of view, most people will not feel the difference between 3D Touch and haptic feedback, although in some Apple applications there will no longer be a second level of interaction when pressing deeply.
