Orange, together with another company, won the auction opened last year by Special Telecommunications Service, STS, for the modernization of the 112 emergency service, the tender was won last summer by those from Orange, and the partner company, but it was contested, and it seems that the problem has been solved, so that now the operator will be able to carry out the obligations assumed as part of this contract.

Orange was not the only company that participated in the auction, among the bidders including Huawei, and it is extremely good that no modernizations will be made by the Chinese, in the whole context of security issues. Among the changes that STS requested in the specification for which it tendered last year is the implementation of the AML system, for more accurate localization, so Orange will work on this as well.

Orange has bid for a contract that has a value of approximately 220 million LEI, including VAT, i.e. somewhere around 50 million euros, so a lot of changes will be made for 112. Below are the main objectives of of this contract for the modernization of the 112 emergency service, now under the administration of STS, and Orange will have 24 months to fulfill everything it has undertaken.

  • the modernization of the hardware and software infrastructure of SNUAU at the level of 40 counties, by adopting an architecture that allows more efficient management of emergency situations and assimilation with minor adaptations of the new standards in the field of emergency communications;
  • reducing the waiting time until emergency calls are answered through intelligent call distribution, thus avoiding congestion in situations of rapid increase in the number of callers;
  • faster and more efficient emergency responses by creating capabilities to receive emergency calls and associated location information that are more accurate and provide more accurate location of callers in an emergency situation;
  • a more efficient collaboration between the public institutions that coordinate and manage emergency intervention activities, by creating a common operational picture, with relevant details for decision-making;
  • the possibility of receiving and attaching additional data during the emergency call, such as video and image transmissions from the scene of the event, to substantiate the intervention decision;
  • expanding the accessibility of the emergency service for people with hearing and/or speech disabilities, in accordance with the latest requirements at European level; – ensuring the operation of current facilities (eCall, SMS 113, etc.).

Orange is the largest mobile phone operator in Romania at the moment, and the fact that it won the auction is a very good thing for all Romanians who ask for help at 112. Those from Orange have, without question, both the technologies and the ability to to modernize the 112 emergency service according to the specifications of STS, so from this point of view there can be no doubts, as there are in the case of other companies.

Orange, unlike other local companies, is a serious company, and I think it inspires more confidence in terms of successfully completing the project without discounting equipment, as other companies do.
