WhatsApp implements this functionality because until now there has been nothing similar to allow Android phone users to protect their backups made in Google Drive. Things are still changing for the better for everyone, so that in the near future WhatsApp will no longer force people to save backups in Google Drive that do not offer the same level of protection as happens in the case of iPhone and iCloud phones.
