The Romanian police measures the state of alert

The Romanian Police published today the new measures that are imposed by the Government of Romania as part of the state of alert that we entered starting on May 15, and below you have the complete set that is applicable starting today in the country.

The Romanian Police will be obliged to apply all these measures in our country to protect citizens from infection with the new Coronavirus, and it is good to know exactly what you must respect in the event that you meet a policeman in public.

"INFECTION PREVENTION AND CONTROL MEASURES APPLICABLE DURING THE STATE OF ALERT
1. Starting from 15.05.2020, in commercial spaces, public transport, at work and in other closed spaces, it is mandatory to wear a mask, so that the nose and mouth are covered.
2. Public institutions and authorities, as well as public and private economic operators, have the obligation to organize the activity, so that the work is carried out from the employees' home, and if the activity carried out does not allow this, to take measures to: a) ensure the epidemiological triage consisting of the temperature control of the own staff and visitors, at the access control points in the premises; b) mandatory disinfection of hands before entering the work spaces; c) compliance with the rules regarding the activity in offices with common spaces (open space) and the rules regarding the operation of hotel accommodation units; d) delaying the work schedule, for entities with a number of more than 50 employees, so that the start and end of the work schedule is done at intervals of at least 1 hour, during at least 3 hours, in installments of at least 20 % of staff.
3. Public institutions and economic operators that carry out commercial/work activities with the public that involve the access of people inside buildings, take measures to organize the activity, as follows: a) access must be organized in such a way that a minimum area of ​​4 square meters is ensured for each customer/person and a minimum distance of 2 m between any two close people; b) not to allow access to persons whose body temperature, measured upon entering the premises, exceeds 37,3 0C; c) to ensure the disinfection of exposed surfaces and the avoidance of crowding, especially in the areas of cash registers/counters.
4. Passenger transport operators, public and private, organize their activity so that the specific rules are respected.
5. (1) In order to prevent the spread of SARS-CoV-2 infections, it is prohibited to organize and conduct rallies, demonstrations, concerts or any other gatherings in open spaces, as well as cultural, scientific, artistic, sports, entertainment, gambling, fitness activities, indoor pool and spa activities.
(2) They are exempted from the provisions of para. 1 the following activities: 2 a) the activities organized by the servants of religious cults, with the participation of the public, which take place only outside the places of worship, as well as the practices and rituals of a private nature inside the places of worship (with the participation of a maximum of 16 people) are carried out in compliance with the established prevention and protection measures. Religious services held in public spaces, outside places of worship, are not considered public gatherings; b) personal care activities that are carried out in specially designated spaces and in compliance with prevention and protection measures; c) training activities for performance athletes in training camps, which are carried out in compliance with prevention and protection measures; d) cultural activities carried out in specially designated spaces, respectively at the level of museums, libraries and exhibition halls which are carried out in compliance with prevention and protection measures; e) recreational-sports activities in the open air, such as cycling, hiking, running, canoeing, climbing, hunting, fishing and the like, which are carried out with the participation of no more than 3 people who do not live together.
6. (1) The activity of serving and consuming products in the common dining areas inside restaurants, hotels, motels, guesthouses, cafes or other public places, as well as on the terraces outside these locations, is temporarily suspended.
(2) They are exempted from the provisions of para. 1 the activities of food preparation, as well as the sale of food products and alcoholic and non-alcoholic beverages, which do not require customers to stay in the premises intended for this purpose, such as those of the "drive-in" type, "room-service", delivery to the customer, take-away" etc.
7. (1) The activity of retail sales of products and services in commercial centers with a built-up area of ​​more than 15.000 square meters, in which several economic operators are active, is temporarily suspended.
(2) They are exempted from the provisions of para. 1 the following activities: a) sale of food, veterinary, pharmaceutical products, medical optics products and services and cleaning services; b) the sale of electronic and household electrical products, only if the economic operators ensure their delivery to the buyer's home/office; c) the activity carried out by the economic operators within the commercial centers that have direct access from outside the premises and communication with the rest of the complex is interrupted.
8. It is established the obligation to maintain the operation of residential care and assistance centers for the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories and the imposition of conditions of isolation of the staff during their presence at work.
9. (1) Foreign citizens and stateless persons are prohibited from entering the territory of Romania, through the state border crossing points. (2) They are exempted from the provisions of para. 1 the following foreign citizens: a) family members of Romanian citizens; b) family members of citizens of other EU member states or of the European Economic Area or of the Swiss Confederation, with residence in Romania; c) persons who possess a long-stay visa, a residence permit or a document equivalent to the residence permit issued by the authorities, or an equivalent document issued by the authorities of other states, according to EU law; d) persons traveling for professional purposes, evidenced by a visa, residence permit or another equivalent document; e) diplomatic or consular personnel, personnel of international organizations, military personnel or personnel who can provide humanitarian aid; f) passengers in transit, including those repatriated following the granting of consular protection; g) passengers traveling for imperative reasons; h) persons who need international protection or for other humanitarian reasons.
10. (1) The suspension of flights performed by economic aviation operators to Austria, Belgium, the Swiss Confederation, France, Germany, Iran, Italy, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands, Spain, the States is extended United States of America, Turkey and Iran, and from these countries to Romania for all airports in Romania, for a period of 14 days, starting on 15.05.2020.
(2) They are exempted from the provisions of para. 1 the following categories of flights: – performed with state aircraft; – freight and/or correspondence; – humanitarian or providing emergency medical services; – for search and rescue or intervention in emergency situations, at the request of a public authority in Romania; - aiming at the transport of technical intervention teams, at the request of economic operators established in Romania; – non-commercial technical landings; – aircraft positioning, without commercial cargo (ferry); - technical for the purpose of carrying out some work on aircraft; - carried out by air carriers holding an operating license in accordance with European Union regulations, through irregular flights (charter), for the transport of seasonal workers or for the repatriation of foreign citizens, from Romania to other states, with the approval of the Romanian Civil Aeronautical Authority and the authority authorities in the destination state; – flights performed by air carriers holding an operating license in accordance with the regulations of the European Union, through irregular flights (charter), from 4 other states to Romania for the repatriation of Romanian citizens, with the approval of the Romanian Civil Aviation Authority, based on the agreement of the Ministry of Internal Affairs and of the Ministry of Foreign Affairs; - flights performed by air carriers holding an operating license in accordance with European Union regulations, through non-regular flights (charter), for the transport of workers in the transport sector provided for in Annex no. 3 to the Communication on the implementation of Green Lanes under the Guidelines on border management measures to protect health and ensure the availability of essential goods and services - C(2020) 1897, dated 23.03.2020, from Romania to other states and from other states to Romania, with the approval of the Romanian Civil Aviation Authority, the Ministry of Foreign Affairs and the competent authority in the destination state.
11. (1) The international road transport of people through regular services, special regular services and occasional services in international traffic is suspended, for all trips made by transport operators to Italy, Spain, France, Germany, Austria, Belgium, the Swiss Confederation , the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands and Turkey and from these countries to Romania, until June 01, 2020.
(2) The provisions of para. (1) does not apply to the international road transport of people through occasional services, if the following cumulative conditions are met: a) only people are transported who: have a valid employment contract on the territory of the destination state, have a valid right of residence in the country of destination or return to Romania from the country where they worked or lived; b) there is the agreement, approval or opinion of the transited states and the destination state regarding the running of the race; c) the road transport operator informs the Romanian Road Authority – ARR within the Ministry of Transport, Infrastructure and Communications, at least 24 hours before departure on the race, regarding the performance of the race, as well as all other data and information provided by the specific legislation in force; together with the respective information, the transport operator presents the acceptance of all transited states as well as the destination state for carrying out the respective transport; d) the road transport operator carrying out the transport, together with the recruitment agency and the persons to be transported, take all the necessary measures to comply with the rules and recommendations of the responsible authorities regarding the avoidance of overcrowding, the protection and safety measures of passengers and drivers.
12. The activity of dental medicine offices is resumed for non-emergency cases, respecting the measures to prevent and control the spread of infections;
13. Provision of ambulatory medical assistance is resumed for cases that are not an emergency and that have no potential for aggravation, provided that the activity is organized so that consultations are carried out only with prior appointment and the prohibition of patients' stationing in waiting areas, as well as hospitalization activities of patients that are not medical emergencies, at the level of non-COVID health units, with the maintenance of access bans for their relatives, it being mandatory to organize a system to inform them about the condition of hospitalized patients.
14. (1) Starting from 15.05.2020, for all persons coming to Romania from abroad, the measure of quarantine/isolation at home together with the family/relatives with whom they live is instituted, and for those who do not have the possibility of fulfilling the conditions for the measure mentioned above or requests this in order not to expose his family, he can opt for the measure of institutionalized quarantine, in specially designated spaces made available by the authorities.
(2) They are exempted from the provisions of para. (1) the following categories of persons: a) drivers of goods transport vehicles with a maximum authorized capacity of more than 2,4 tons; b) members of the European Parliament, parliamentarians and staff belonging to the national defense system for public order and national security; c) aircraft pilots and flight personnel; d) locomotive drivers and railway staff; e) seafaring personnel who disembark from inland navigation vessels, which fly the Romanian flag, in a Romanian port, and who do not show symptoms associated with COVID-19, provided that the employers ensure the certificate for workers in international transport and individual protective equipment against COVID-19, during the journey from the ship to the location where he can be contacted between voyages; f) cross-border workers who, upon entering Romania from Hungary, Bulgaria, Serbia, Ukraine and Moldova, do not show symptoms associated with COVID-19; g) employees of economic operators in Romania who carry out work, according to concluded contracts, outside the territory of Romania, upon returning to the country if they do not show symptoms associated with COVID-19 and prove the contractual relations with the beneficiary outside the national territory; h) representatives of foreign companies that have subsidiaries/branches/representative offices on the national territory, if upon entering the territory of Romania they do not present symptoms associated with COVID-19 and prove the contractual relations with the economic entities on the national territory; i) persons who enter Romania for the performance of activities of use, installation, commissioning, maintenance, service of medical equipment and techniques, as well as equipment from the scientific, economic, defense, public order and national security fields, if they do not present symptoms associated with COVID-6 and prove the contractual relations with the beneficiary/beneficiaries from the territory of Romania; j) members of diplomatic missions, consular offices and other diplomatic representations accredited in Bucharest, holders of diplomatic passports, staff assimilated to diplomatic staff, as well as members of the Diplomatic and Consular Corps of Romania and holders of diplomatic and service passports, if upon entering Romania does not present symptoms associated with SARS-CoV-19; k) employees of the national defense system of public order and national security who return to Romania from missions executed outside the country, if upon entering Romania they do not present symptoms associated with SARS-CoV-2.
(3) Persons who do not comply with the measures of quarantine/isolation at home will be placed in institutionalized quarantine for a period of 14 days and obliged to bear the cost of lodging and feeding during the period of institutionalized quarantine.
(4) Persons in institutionalized quarantine on 15.05.2020, remain in quarantine in the respective premises until the end of the 14-day period.
15. (1) By order of the commander of the action, the measure of quarantine of some buildings, areas, localities is instituted at the request of the county committees for emergency situations, based on the analyzes carried out by the public health departments and approved by the INSP. (2) Quarantine measures instituted during the state of emergency and which have not been revoked are maintained under the conditions of para. 1.
16. The temporary, total or partial closure of some state border crossing points is maintained, as follows: I. At the Romanian-Hungarian border: 1. Turnu, Arad county (except for the movement of cross-border workers); 2. Salonta, Bihor county – rail and road (except for the movement of cross-border workers by road); 3. Săcuieni, Bihor county (except for the movement of cross-border workers); 4. Valea lui Mihai, Bihor county – rail and road (except rail freight traffic); 5. Carei, Satu Mare county. II. At the Romanian-Bulgarian border: 1. Negru Vodă, Constanța county; 2. Lipnița, Constanța county; 3. Dobromir, Constanța county; 4. Zimnicea, Teleorman county; 5. Turnu Măgurele, Teleorman county; 6. Bechet, Dolj county (except for freight traffic). III. At the Romanian-Ukrainian border: 1. Sighetu Marmației, Maramureș county; 2. Isaccea, Tulcea county. 7 IV. At the Romanian-Moldovan border: 1. Rădăuți-Prut, Botoşani county; 2. Oancea, Galati county. V. At the Romanian-Serbian border: 1. Portile de Fier II, Mehedinți county; 2. Drobeta-Turnu Severin, Mehedinți county (except for freight traffic); 3. Orșova, Mehedinți county; 4. New Moldova, Caraș-Severin county; 5. Naidăș, Caraș-Severin county; 6. Valcani, Timiș county; 7. Stamora-Moravița, Timiș County – railway (except for freight traffic); 8. Lunga, Timiș county; 9. Foeni, Timiș county; 10. Jimbolia, Timiș county – railway (except freight traffic).
17. (1) Starting from 15.05.2020, the movement of people outside the home/household, within the localities, is allowed, with compliance with measures to prevent the spread of infection and avoiding the formation of pedestrian groups larger than 3 people who do not belong to the same family .
(2) With the same date, parks are ordered to be reopened to the public, with the exception of children's playgrounds and with the observance of general prevention and protection measures.
(3) The ban on the movement of people outside the locality/metropolitan area is established with the following exceptions: a) movement in professional interests, including between the home/household and the place(s) of professional activity and back; b) travel for humanitarian or voluntary purposes; c) moving to carry out agricultural activities; d) travel for the marketing of agri-food products by agricultural producers; e) travel for the care or administration of a property from another locality or the issuance of documents necessary to obtain certain rights; f) traveling to participate in programs or procedures in treatment centers; g) moving for other justified reasons, such as caring for/accompanying children/family members, caring for a relative/relative or dependent, assisting the elderly, sick or disabled, death of a family member; h) travel for medical assistance that cannot be postponed or carried out remotely; 8 i) traveling for individual recreational-sports activities carried out outdoors (cycling, hiking, running, canoeing, climbing, hunting, fishing and others) with the participation of no more than 3 people. j) traveling to participate in family events, with a limited number of people and respecting social distancing rules; k) travel for the purchase, service, ITP or other vehicle maintenance operations, activities that cannot be performed in the place of residence.
(4) At the request of the institutions empowered to exercise control over compliance with the measures established during the state of alert, the situations excepted according to the provisions of paragraph (3) are justified by a self-responsible declaration.
18. (1) The suspension of courses in all units and educational institutions is maintained until the end of the school/university year. (2) After 02.06.2020, it is allowed to carry out some training activities, for a period of 2 weeks, for students of the final grades (8th, 12th and 13th), as well as for the organization of national exams under the conditions of compliance with preventive measures.
19. The operational coordination of the ambulance services by the inspectorates for emergency situations and of the Local Police by the police inspectorates within the Ministry of Internal Affairs is maintained, as well as the measures ordered regarding the medical and sanitary personnel in the medical offices of the units/institutions of education regarding the provision of public health departments, except for the period 02-12.06.2020, as well as during the national exams.
20. In the event of the establishment of the state of alert according to the law, during its duration, the Ministry of National Defense supports, upon request, the Ministry of Internal Affairs with personnel and means to: a) ensure the guarding and protection of objectives whose protection is ensured by the Romanian Gendarmerie; b) the transport of personnel, materials and equipment for the performance of specific missions; c) epidemiological triage, medical assistance.
21. The possibility of employers to order the measure of preventive isolation at the workplace or in specially dedicated areas where outsiders do not have access is maintained, for the personnel who occupy essential functions to ensure the operation of the production, transport and distribution of electricity and natural gas , of the maintenance and upkeep activities of the specific equipment and installations, as well as of the other supply activities, respectively extraction, production and processing of energy resources and raw and/or semi-processed materials necessary for the proper functioning of the National Energy System, in accordance with the provisions of the own plans of continuity of basic activities."
