STS: From where we will be able to download the Green Digital Certificates

STS decided to provide today the first information on how Romanian citizens will be able to obtain green digital certificates that will facilitate transport throughout Europe, our country will offer them only from July 1.

STS says that there will be an official portal through which Romanians will be able to obtain these green digital certificates, they will be recognized at the European level by all countries, and thanks to them we will be able to avoid entering quarantine, and not only that.

"The solution agreed at the European and national level is the one that has two components: a secure portal developed by STS, from where we will be able to generate these certificates, and also the second component, used by the authorities to verify the certificates issued in our country or issued by the other member states.

The main element from a technical point of view on this digital certificate is the QR code, that QR code that will allow us to verify the validity of this certificate, because every QR code, every certificate generated from that portal will have an electronic signature. The method of verifying this electronic signature is through a portal, a gateway, which exists and was operationalized on June 1 at the European level. Each member state posts its public keys to verify electronic signatures there. Absolutely all these keys, safety elements, which will allow the verification of certificates, will be centralized there.

Also, as presented by the Secretary of State, there will be three categories of people who will be able to download this certificate: we are talking about the first category, of vaccinated people, and behind the scenes the secure portal will be integrated and interconnected with the National Electronic Register of Vaccinations, where all the immunized persons are located. Also, the second database for people who have recovered from the infection with COVID or people who have a negative test carried out in the last 72 hours - their records can be found in the Corona Forms application, an application also developed by STS and made available to the Ministry of Health.

It is also important to state that this certificate will be automatically generated. An electronic signature provided by the Special Telecommunications Service, as the developer of the IT system, will be used and will be free of charge. Also, this certificate is not mandatory, it is a certificate that, as Mr. Baciu presented, will facilitate our movement within the European Union, with the elimination of certain restrictions established by each individual member state."
