The Minister of Education is preparing a Government Decision with a series of very important measures for the education system in Romania, decisions about which many Romanians throughout the country must know, and this is because they want to declassify certain information classified as state secrets.
The Minister of Education talks about information regarding documents issued before 2002 by the ministry he leads, and of course within certain legal limits, the Government Decision prepared by Minister Ligia Deca being presented below, and based on important decisions for everyone the Romanians.
"The initiation of this draft Government Decision was identified as the most appropriate solution to respond to the regulatory request for the declassification of documents, issued before 2002, by the Ministry of Education, the institutions and structures under its subordination or coordination, as well as by to legal entities under public or private law located in the archival fund of the ministry, for the purpose of efficient management and ensuring the continuity of the basic archival activity.
The purpose of declassifying some information classified as state secrets is to: a) ensure a legal protection corresponding to the actual content, in relation to the current regulations in the field of national security; storing the documents under the conditions provided by law for the unclassified archive, since, at present, the disclosure of the content would not cause any kind of damage.
The expenses determined by ensuring their security and physical protection conditions are significantly reduced and, at the same time, the risk of security incidents is reduced; significantly reducing the very large volume of classified documents, as well as limiting and focusing security measures on those documents that must be maintained
in classes and levels of secrecy.
Clarification of the situation of classified documents, developed prior to the issuance of Council of Ministers Decision no. 19/1972 regarding some measures related to the defense of state secrets, namely the establishment of those documents on which it is necessary to take the protective measures provided for by law; efficient management and ensuring the continuity of basic archival activities.
Following the adoption of this normative act, it is envisaged to facilitate the process of managing documents that have been classified based on the Decision of the Council of Ministers no. 19 of 14.01.1972, and before this date (normative act that was repealed by Government Decision no. 585/2002). Following the removal of these documents from protective regulations, they will be able to be handed over to the national archives and will be able to be consulted and studied according to the law."
