Winocm is a hacker made famous by MuscleNerd the day he iOS beta 6.1 5 was launched by Apple, and he is currently working on a possible solution downgrade from iOS 6 to iOS 5. His solution should work on any of Apple's iDevices, including iPhone 4S, iPad 2/3, etc., but for now nothing is known about it. The hacker is testing the possibility of downgrading these devices, he seems to have progressed quite a bit and if he succeeds in downgrading all the terminals, his solution could become public.
To downgrade, blobs would be needed for the iOS versions we want to go back to, so if you don't have something like that at your disposal, you shouldn't even think about the possibility of using it. For now, consider everything as a simple possibility and as nothing certain, but when there are news I will let you know.
