There is a possibility that Bixby for Samsung Galaxy S8 will be available initially in South Korea, and only then in other markets around the world, as happens with many products.

Those from Samsung have not provided a clear calendar regarding the distribution of the Samsung Galaxy S8 to customers around the world, and this means that it will most likely be done gradually. Samsung Galaxy S8 terminals should receive an alert announcing the availability of an update that activates Bixby.
