iOS 13 it can be installed on the iPhone or iPod Touch, at the moment only by developers of applications for the iOS platform who have access to the Apple portal, or by those who have the appropriate ipsws. In contrast to what happened in the past years, the Apple company severely limits the possibility to install iOS 13 even from the first beta version, and this is because there is currently no developer profile to install OTA.
iOS 13 can currently be installed exclusively on computers with the macOS 10.15 Catalina operating system, that is, the one that Apple also offers in beta version for application developers. Only those who have already installed macOS 10.15 Catalina in Macs can also install iOS 13 using iTunes, and those who have a Windows operating system can do nothing but wait for an OTA installation profile, or the public beta versions.

In the video clip above you have a tutorial for installing iOS 13, the procedure itself being the classic one of installing an ipsw using iTunes, on a computer, but what matters is macOS 10.15 Catalina. It is possible that the procedure will work without the latest version of Xcode if you download it this file, but otherwise, you will have to download Xcode through the Mac App Store, otherwise you cannot install it.
The installation process of iOS 13 will not be without problems, so it is good to make a backup in advance, and this is because you may be forced to do a restore if things do not go well. Unfortunately, with iOS 13, the people from Apple have complicated things a lot, without any clear explanation for this, but if you really want to update now, you can struggle to update, assuming the risks.
