RO-ALERT: MAJOR announcement regarding Digi Mobil, Orange, Vodafone, Telekom

RO-ALERT is at the center of a very important announcement regarding Digi Mobil, Orange, Vodafone, Telekom, this is the decision taken by the Romanian authorities.

E-ALERT is the system for alerting the population in case of emergency, it being developed by STS and already active in Romania for more than a year, but it seems that not everything was 100% prepared for sending messages to people. On December 3, the last conditions for using RO-ALERT through the networks of Digi Mobil, Orange, Vodafone, Telekom operators were finalized, so that all Romanians should receive the messages on time.

RO-ALERT will be interconnected with the Digi Mobil, Orange, Vodafone, Telekom networks in two points, that is, at the STS offices in Bucharest and Brasov, so that through them messages will be sent to the population in the event of an emergency and a message must be sent alert. Digi Mobil, Orange, Vodafone, Telekom have the obligation to make the interconnection through connections of at least 100 Mbps with the STS infrastructure, and separately from that there should be a reserve line of at least 1 Mbps.

RO-ALERT must have all the messages distributed in the Digi Mobil, Orange, Vodafone, Telekom networks with the filters imposed by the operators, and the filtering of the messages will be done at each GSM cell in the area chosen for the transmission of the message. Moreover, Digi Mobil, Orange, Vodafone, Telekom must send STS confirmation messages of the alert sent via RO-ALERT within 3 minutes after the initiation of sending the message.

"The National Authority for Communications Administration and Regulation (ANCOM) approved, in the Advisory Council held on December 3, 2019, the decision that establishes the technical conditions regarding the use of public mobile electronic communications networks and their connection with the RO-ALERT system in with a view to the transmission of population alert messages."

Digi Mobil, Orange, Vodafone, Telekom must also provide STS with a list of all radio cells through which RO-ALERT messages can be transmitted, so that the authorities know how to distribute the respective alerts. If there are problems with the distribution of RO-ALERT messages, Digi Mobil, Orange, Vodafone, Telekom must solve them within a maximum of 8 hours, and if there are problems with the GSM cells, they must be solved within a maximum of 24 hours.

STS has agreed with Digi Mobil, Orange, Vodafone, Telekom these rules regarding the transmission of messages received via RO-ALERT, so that none of them can complain about anything, but only send the messages to alert the population, if necessary.
