CNCAV Details on the Transparency of the Vaccination Process

CNCAV made some clarifications today after Valeriu Gheorghita, the president of this committee, complained that the Ministry of Health erroneously published information about the progress of the vaccination process in Romania.

"As a result of the information appearing in the public space regarding the vaccination campaign in Romania, for the correct information of the public opinion, the National Committee for the Coordination of Activities regarding Vaccination against COVID-19 makes the following statements:

In order to document and clarify information that may affect the way in which the vaccination process is carried out, CNCAV urgently requested the authorized authorities to provide the situation regarding the existing vaccination centers at the national level, especially at the level of the municipality of Bucharest.

Thus, according to the data provided by the Directorate of Public Health of the Municipality of Bucharest, at the level of the Capital there are currently 59 operational centers, with 116 vaccination flows. From their total, 86 flows are intended for the administration of vaccines produced by the companies BioNTech/Pfizer and Moderna, and 30 flows are intended for the vaccine produced by the company Oxford/AstraZeneca.

Of the 86 flows mentioned previously, 26 are organized in centers that belong to the National Defense, Public Order and National Security System.

We specify that 29 flows out of the 60 active for vaccinating the population are temporarily blocked at scheduling, until March 15 this year, when the administration of the booster to people vaccinated with the first dose will be completed. The temporary blocking of flows was imposed after the start of the vaccination process with mobile teams, given that they are deployed from among the vaccination staff of the respective centers. We mention that the temporary blocking of flows did not in any way limit vaccination appointments, as the level of occupancy in these centers was maximum.

Also, of the 30 streams allocated to the immunization of people with the vaccine from the AstraZeneca company, 20 are active for the population, and 10 for personnel in the field of defense, public order and national security.

We mention, at the same time, that for the vaccination centers of the National Defense, Public Order and National Security System existing at the national level, the allocation of vaccine doses was limited to approximately 1000 doses/day, since the decrease in the quantities of doses delivered to Romania by producing companies, to ensure the immunization of vulnerable categories prioritized in the vaccination process, according to the National Strategy for Vaccination against COVID-19.

We remind you that, in order to increase the rate of vaccination, starting today in Bucharest, 5 streams for immunization with the vaccine from Moderna have been opened for scheduling. The programming is addressed to vulnerable people who, according to the National Strategy for Vaccination against COVID-19, are part of Stage II, respectively people over the age of 65, people with chronic diseases, with a minimum age of 18, disabled persons, their companions and persons living in the same residence as them.

The analysis carried out at the level of the city of Bucharest is extended to the national level and can be officially presented in the shortest possible time to eliminate any suspicions of violation of the principles of ethics and social equity.

Upholding the principle of transparency and the optimal communication of data and information of interest were and are priority objectives for CNCAV, and the propagation in the public space of some aspects that can affect the credibility of the way the vaccination campaign is carried out are likely to induce confusion among the population general information on the vaccination process in Romania."
