STS: This is how Green Digital Certificates will be implemented in Europe

Today, STS revealed the first information on how green digital certificates will be implemented, including in Romania, as they will be used in the European Union to greatly simplify travel.

"Green digital certificates that will facilitate free movement in the European Union (EU), during the COVID-19 pandemic, will be implemented in Romania with the support of the Special Telecommunications Service (STS). The technical solution developed by our institution will be interconnected with those implemented by the other EU member states to allow the elimination of testing or quarantine restrictions when crossing the border.

The certificates will contain a QR code and can be viewed or downloaded from a secure web portal. Every person who has been vaccinated against COVID-19, who has recovered from this condition or who has a negative result in the test for COVID-19 in the last 72 hours will be able to download the digital green certificate for free. The certificates can also be used in printed form.

Following consultations with the experts of the technical working group established at the European level, the technical solution was advanced which will include a web application for generating certificates and a smartphone (Android) application for checking certificates issued in the country or issued by other states. The QR code in the certificate will contain identification information (name, surname and date of birth) as well as essential medical information, digitally signed to guarantee the authenticity of the data. The documents will comply with all personal data protection rules and can be used when crossing the border, accompanied by the individual identity document.

The STS specialists have created a proposal for the architecture of the IT system for issuing and verifying green digital certificates, the actual development of the applications, testing with the institutions of our country and the European ones, and, finally, their implementation.

Also, at the EU level, steps are being taken to adopt the Proposal for a Regulation of the European Parliament and the Council on a framework for issuing, verifying and accepting interoperable certificates regarding vaccination, testing and recovery to facilitate free movement during the COVID-19 pandemic.

Until now, the deadline circulated, at the European level, for the implementation of green travel certificates is the beginning of July 2021.

Thus, in May, at the European level, the interconnection testing takes place between the member countries and the European gateway (DGCG) which will centralize and administer the public keys of the member countries for verifying the signatures of the green digital certificates, Romania being scheduled for the 21st more needle

STS sent, on May 6th, to the technical support group at the European level green digital test certificates to verify the implementation by each country of the process of generating and verifying them. They have been successfully verified and validated by member countries."
