COVID-19 First Locality Reinstates Restrictions

The 4th wave of the Coronavirus has already started to spread rapidly in Romania, and this also brings the first restrictions in a locality in Cluj called Margau, where the incidence rate exceeds 3/1000 inhabitants, so all the measures below are reimposed .

"Decision no. 163 of August 24, 2021 regarding the establishment of measures to reduce the impact of the type of risk, in application of GD no. 826/05.08.2021, within Cluj county.
In the administrative-territorial units within Cluj county, provided in Annex no. 1 to this decision, where the cumulative incidence of cases in the last 14 days is less than or equal to 3/1000 inhabitants, the following measures are available, starting on 25.08.2021, for a period of 14 days:
a) in closed or open spaces, sports competitions can be held on the territory of Romania with the participation of spectators up to 50% of the maximum capacity of the space, ensuring a distance of at least 1 meter between people, if the cumulative incidence over 14 days in the locality is more greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day following the confirmation of infection with the SARS-CoV-43 virus, under the conditions established by the joint order of the Minister of Youth and Sports and the Minister of Health, issued pursuant to art. 71 and of art. 2 para. (55) from Law no. 2020/XNUMX, with subsequent amendments and additions;
b) in closed or open spaces, sports competitions can be held on the territory of Romania with the participation of spectators up to 75% of the maximum capacity of the space, ensuring a distance of at least 1 meter between people, if the cumulative incidence over 14 days in the locality is more less than or equal to 2/1.000 inhabitants. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day following the confirmation of infection with the SARS-CoV-43 virus, under the conditions established by the joint order of the Minister of Youth and Sports and the Minister of Health, issued pursuant to art. 71 and of art. 2 para. (55) from Law no. 2020/XNUMX, with subsequent amendments and additions;
c) in applying the provisions of art. 1 point 7 and point 8 of Annex no. 3 to HG no. 826/05.08.2021, the organization and carrying out of the activity in cinemas, performance institutions and/or concerts are allowed with the participation of the public up to 70% of the maximum capacity of the space and with the wearing of a protective mask;
d) at the level of localities where the cumulative incidence per 14 days is less than or equal to 3/1.000 inhabitants, the organization and performance of drive-in shows are only allowed if the occupants of a vehicle are members of the same family or represent groups of up to 4 people. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day following the confirmation of infection with the SARS-CoV-44 virus, under the conditions established by the joint order of the Minister of Culture and the Minister of Health, issued pursuant to art. 71 and of art. 2 para. (55) from Law no. 2020/XNUMX, with subsequent amendments and additions;
e) at the level of localities where the cumulative incidence per 14 days is greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants, the organization and holding of outdoor shows, concerts, public and private festivals or other cultural events are only allowed with the participation of no more than 2.500 spectators and wearing a protective mask. Participation is only allowed for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination schedule. Individuals with a negative result of an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or a certified negative result of a rapid antigen test for SARS-CoV-2 virus infection not older than 24 hours of hours, respectively the persons who are in the period between the 15th day and the 180th day following the confirmation of infection with the SARS-CoV-2 virus, under the conditions established by the joint order of the Minister of Culture and the Minister of Health, issued in the basis of art. 44 and of art. 71 para. (2) from Law no. 55/2020, with subsequent amendments and additions;
f) at the level of localities where the cumulative incidence per 14 days is less than or equal to 2/1.000 inhabitants, the organization and holding of outdoor shows, concerts, public and private festivals or other cultural events are allowed with the participation of at most 75.000 spectators and wearing a protective mask. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day following the confirmation of infection with the SARS-CoV-44 virus, under the conditions established by the joint order of the Minister of Culture and the Minister of Health, issued pursuant to art. 71 and of art. 2 para. (55) from Law no. 2020/XNUMX, with subsequent amendments and additions;
g) outdoor recreational and sports activities are prohibited, except for those that take place in localities where the cumulative incidence per 14 days is less than or equal to 2/1.000 inhabitants, with the participation of no more than 50 non-residents together, established by joint order of the Minister of Health, as the case may be, with the Minister of Youth and Sports, the Minister of the Environment, Waters and Forests or the Minister of Agriculture and Rural Development;
h) outdoor recreational and sports activities are prohibited, with the exception of those carried out in localities where the cumulative incidence per 14 days is greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants, with the participation of no more than 30 people who do not live together, established by joint order of the Minister of Health, as the case may be, with the Minister of Youth and Sports, the Minister of Environment, Water and Forests or the Minister of Agriculture and Rural Development.
i) it is allowed to organize private events (weddings, baptisms, festive meals, etc.) with a maximum number of participants of 200 people outside or a maximum of 150 people inside, in localities where the cumulative incidence over 14 days is lower or equal to 2/1.000 inhabitants, in compliance with sanitary protection rules. When determining the number of people outside and/or inside, people under the age of 16 are not taken into account;
j) it is allowed to organize private events (weddings, baptisms, festive meals, etc.) with a maximum number of participants of 150 people outside or a maximum of 100 people inside, in localities where the cumulative incidence over 14 days is higher of 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants, in compliance with sanitary protection norms. When determining the number of people outside and/or inside, people under the age of 16 are not taken into account;
k) it is allowed to organize private events (weddings, baptisms) with a maximum number of participants of 400 people indoors and with the provision of a surface area of ​​at least 2 square meters for each person, in localities where the cumulative incidence over 14 days is lower or equal to 2/1.000 inhabitants. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day after confirmation of infection with the SARS-CoV-XNUMX virus;
l) it is allowed to organize private events (weddings, baptisms) with a maximum number of participants of 300 people indoors and with the provision of an area of ​​at least 2 square meters for each person, in localities where the cumulative incidence over 14 days is greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants. Participation is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination scheme, people who have a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus 72 not older than 2 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-24 virus not older than 15 hours, respectively persons who are between the 180th day and 2th day after confirmation of infection with the SARS-CoV-XNUMX virus;
m) it is allowed to organize private events (weddings, christenings) up to the maximum capacity of the outdoor space, in localities where the cumulative incidence per 14 days is less than or equal to 3/1.000 inhabitants, with the provision of a surface area of ​​at least 2 square meters for each person, if all persons are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the full vaccination schedule, presents the negative result of an RT-PCR test for infection with the SARS-CoV-2 virus not older than 72 hours or the certified negative result of a rapid antigen test for infection with the SARS-CoV-2 virus not older than 24 hours or is between the 15th day and the 180th day later confirmation of infection with the SARS-CoV-2 virus;
n) it is allowed to organize private events (weddings, baptisms), such as, but not limited to, in salons, cultural hostels, restaurants, bars, cafes, event halls/tents, up to the maximum capacity of the space in indoors, in localities where the cumulative incidence per 14 days is less than or equal to 3/1.000 inhabitants, with the provision of a minimum area of ​​2 square meters for each person, if all persons are vaccinated against the SARS-CoV-2 virus and for whom they have 10 days have passed since the completion of the complete vaccination schedule;
o) it is allowed to organize private events related to festive meals, such as, but not limited to, in salons, cultural hostels, restaurants, bars, cafes, event halls/tents, up to the maximum capacity of the outdoor space or indoors, in localities where the cumulative incidence per 14 days is less than or equal to 3/1.000 inhabitants, with the provision of a minimum area of ​​2 square meters for each person, if all persons are vaccinated against the SARS-CoV-2 virus and for which 10 days have passed since the completion of the complete vaccination schedule;
p) it is allowed to organize training courses and workshops for adults, including those organized for the implementation of projects financed from European funds, with a maximum number of participants of 250 people inside and a maximum of 300 people outside, with the provision of a surface of at least 2 square meters for each person, wearing a protective mask and respecting the public health norms established in the order of the Minister of Health, if the cumulative incidence over 14 days in the locality is less than or equal to 2/1.000 inhabitants;
q) it is allowed to organize training courses and workshops for adults, including those organized for the implementation of projects financed by European funds, with a maximum number of participants of 150 people inside and a maximum of 200 people outside, with the provision of a surface of at least 2 sqm for each person, wearing a protective mask and respecting the public health rules established in the order of the Minister of Health, if the cumulative incidence over 14 days in the locality is greater than 2/1.000 inhabitants and less than or equal to 3 /1.000 inhabitants;
r) it is allowed to organize conferences with a maximum number of participants of 300 people indoors, with the provision of an area of ​​at least 2 square meters for each person, with the wearing of a protective mask and in compliance with the public health norms established in the order of the Minister of Health, if the cumulative incidence per 14 days in the locality is less than or equal to 2/1.000 inhabitants;
s) it is allowed to organize conferences with a maximum number of participants of 150 people indoors, with the provision of an area of ​​at least 2 square meters for each person, with the wearing of a protective mask and in compliance with the public health norms established in the order of the Minister of Health, if the cumulative incidence per 14 days in the locality is greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants;
t) it is allowed, under the conditions of Law no. 60/1991 on the organization and conduct of public gatherings, republished, the organization of rallies and demonstrations with a maximum number of participants of 500 people, if the cumulative incidence over 14 days in the locality is less than or equal to 2/1.000 inhabitants and with a maximum number of 100 people, if the cumulative incidence per 14 days in the locality is greater than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants and in compliance with the following measures:
• wearing a protective mask, so as to cover the nose and mouth, by all participants;
• mandatory disinfection of hands, for all persons arriving in the space where the rally or demonstration is held;
• maintaining a physical distance of at least 1 meter between participants and ensuring a surface area of ​​at least 4 sqm/person, where possible;
• disinfecting the hands of people who distribute any materials during the rally or demonstration;
• application of collective and individual hygiene rules to prevent contamination and limit the spread of the SARS-CoV-2 virus;
u) the activity with the public of economic operators carrying out preparation, marketing and consumption of food products and/or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings, as well as on terraces is allowed up to the maximum capacity of the space and in the time interval 5,00-2,00;
v) the activity of restaurants and cafes inside hotels, guesthouses or other accommodation units, as well as on their terraces is allowed up to the maximum capacity of the space and in the time interval 5,00-2,00;
w) the measures provided for in letter u) and letter v) it also applies to economic operators who carry out activities in closed public spaces that have a roof, ceiling or ceiling and that are delimited by at least 2 walls, regardless of their nature or temporary or permanent character;
x) in the situation where the activity of the economic operators provided for in letter u) and letter v) is restricted or closed, the preparation of food and the sale of food products and alcoholic and non-alcoholic beverages that are not consumed in the respective premises are allowed;
y) the economic operators provided for in letter u) and letter v) will comply with the obligations established by order of the Minister of Health and the Minister of Economy, Entrepreneurship and Tourism, issued pursuant to art. 71 para. (2) from Law no. 55/2020, with subsequent amendments and additions;
z) the preparation, sale and consumption of food products and alcoholic and non-alcoholic beverages are allowed in the specially designated spaces arranged outside the buildings, in the open air, with the exception of those provided for in letter w), in compliance with the health protection measures established by joint order of the Minister of Health, the Minister of Economy, Entrepreneurship and Tourism and the President of the National Veterinary Sanitary and Food Safety Authority, issued pursuant to art. 71 para. (2) from Law no. 55/2020, with subsequent amendments and additions;
aa) the activity in bars, clubs and discos is allowed without exceeding 70% of the maximum capacity of the space in the time interval 5,00-2,00 in localities where the cumulative incidence over 14 days is higher than 2/1.000 inhabitants and more less than or equal to 3/1.000 inhabitants, if all persons are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme;
bb) activity in bars, clubs and discotheques is allowed up to the maximum capacity of the space in the time interval 5,00-2,00 in localities where the cumulative incidence over 14 days is less than or equal to 2/1.000 inhabitants, if all persons are vaccinated against the SARS-CoV-2 virus and for which 10 days have passed since the completion of the complete vaccination scheme;
cc) the activity with the public of the economic operators who carry out their activity in closed spaces in the field of sports and/or fitness halls is allowed up to the maximum capacity of the space, with the provision of a surface of at least 7 square meters for each person;
dd) the activity with the public of economic operators operating in closed spaces in the field of gyms and/or fitness is allowed up to the maximum capacity of the space, with the provision of a surface of at least 4 square meters for each person, if all persons are vaccinated against the SARSCoV2 virus and for which 10 days have passed since the completion of the complete vaccination scheme;
ee) the activity with the public of licensed economic operators in the field of gambling is allowed up to the maximum capacity of the space; economic operators carrying out gambling activities have the obligation to respect the working hours with the public and the restrictions established by decision of the National Committee for Emergency Situations, at the proposal of the technical-scientific support group regarding the management of highly contagious diseases on the territory of Romania;
ff) the activity with the public of economic operators carrying out indoor swimming pool administration activities is allowed without exceeding 70% of the maximum capacity of the space;
gg) the activity of economic operators who manage gaming halls is allowed without exceeding 70% of the maximum capacity of the space in the time interval 5,00-2,00 in localities where the cumulative incidence over 14 days is higher than 2/1.000 inhabitants and less than or equal to 3/1.000 inhabitants, if all persons are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme;
hh) the activity of economic operators who manage gaming halls is allowed up to the maximum capacity of the space in the time interval 5,00-2,00 in localities where the cumulative incidence per 14 days is less than or equal to 2/1.000 inhabitants, if all persons are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme.
In the administrative-territorial units within Cluj county, where the cumulative incidence of cases in the last 14 days will exceed the threshold of 3/1000 inhabitants, the following measures will be ordered:
a) organizing and carrying out the activity in cinemas, performance institutions and/or concerts are prohibited;
b) the organization and performance of drive-in shows are prohibited;
c) the organization and holding of outdoor shows, concerts, public and private festivals or other cultural events are prohibited;
d) outdoor recreational and sports activities are prohibited;
e) the organization of private events (weddings, baptisms, festive meals, etc.) are prohibited;
f) the activity with the public of economic operators carrying out preparation, marketing and consumption of food products and/or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings, as well as on terraces is prohibited;
g) the activity of restaurants and cafes inside hotels, guesthouses or other accommodation units, as well as on their terraces, is allowed only for people staying in these units,
h) the measures provided for in letter f) and letter g) also apply to economic operators who carry out activities in closed public spaces that have a roof, ceiling or ceiling and that are delimited by at least 2 walls, regardless of their nature or temporary or permanent character;
i) in the situation where the activity of the economic operators provided for in letter f) and letter g) is restricted or closed, the preparation of food and the sale of food products and alcoholic and non-alcoholic beverages that are not consumed in the respective premises are allowed;
j) the preparation, sale and consumption of food products and alcoholic and non-alcoholic beverages are allowed in specially designated spaces outside buildings, in the open air, with the exception of those provided for in letter h), in compliance with the health protection measures established by joint order of the minister of health, of the minister of economy, entrepreneurship and tourism and of the president of the National Sanitary Veterinary and Food Safety Authority, issued pursuant to art. 71 para. (2) from Law no. 55/2020, with subsequent amendments and additions;
k) activities in bars, clubs and discotheques are prohibited;
l) the activity with the public of economic operators operating in closed spaces in the field of gyms and/or fitness is allowed without exceeding 50% of the maximum capacity of the space in counties/localities where the cumulative incidence per 14 days is greater than 3 /1.000 inhabitants and less than 4/1.000 inhabitants with the provision of a surface area of ​​at least 7 square meters for each person;
m) activity with the public of licensed economic operators in the field of gambling is prohibited.
n) the activity with the public of economic operators carrying out indoor swimming pool management activities is prohibited."
