Samsung installs Android in its phones, and if it had limited the performance of the phones, then by now someone would have definitely discovered this and there would have been a huge scandal because of this practice. Samsung is involved in this scandal because of Apple, which limits iPhone performance arbitrarily due to the degradation of its phones' batteries, so I don't expect the investigation to prove anything contrary to the Koreans' claims.
