The Romanian government adopted this evening an emergency ordinance making the digital green certificate official in Romania, so that starting on July 1, Romanians will be able to download it from a special website made by STS in this regard.
The Romanian government had to adopt an emergency ordinance for this digital green certificate to be available, and with its help we will be able to travel much easier through Europe because it will allow confirmation of vaccination, negative testing, or sale.
At the proposal of the Ministry of Health, the Government of Romania adopted in today's meeting, June 29, the emergency ordinance that regulates how to issue, verify and accept EU digital certificates regarding COVID-19, attesting to the vaccination, testing or healing of the holders. These certificates are to enter into force on July 1st and are intended to facilitate free movement during the COVID-19 pandemic.
The issued certificates are valid as follows:
• vaccination certificates: until June 30, 2022;
• test certificates: 24 hours for the rapid antigen test and 72 hours for the RT-PCR test;
• healing certificates: 180 days from the date of the first positive test result for SARS-CoV-2, registered in the "Corona-forms" IT platform.
According to the normative act, the certificates are issued by the Ministry of Health, through the Integrated IT System for the issuance and verification of EU digital certificates regarding COVID-19 (SII-CDC), and can be obtained from the portal https://certificat-covid. gov.ro, their only release point.
For vaccination and cure certificates, the request for release through the portal must be made by the applicant at least 5 working days before the time of using the certificate, and for test certificates the request is made after the test has been performed, but at least 12 or 48 hours before the time of using the certificate, depending on the type of test performed.
If a person requests the issuance of the certificate only in written format, he can address the town hall in the area where he resides, the county public health department, respectively of the municipality of Bucharest or the community public service for records of persons with territorial competence.
To verify the authenticity, validity and integrity of the certificates, the public authorities will scan the QR code on the certificate via the CoronaScan mobile application.
To validate the identity of the applicant for digital certificates, the following data are required, depending on the type of certificate requested:
Vaccination certificate
• for persons who have been identified during vaccination by the personal numerical code: name, surname, personal numerical code, series and number of the identity document, the month when any of the vaccine doses were administered, the name of the administered vaccine, the county/country in which the vaccination was carried out;
• for people who identified themselves at vaccination with an identity document issued by a state other than Romania or a passport: name, surname, identity document/passport number, citizenship, month when any of the vaccine doses were administered, name of the administered vaccine , the county/country where the vaccination was carried out.
Test certificates
• for people who have identified themselves during the test by the personal numerical code: name, first name, personal numerical code, series and number of the identity document, the month of the test, the result of which is negative in the test for SARS-CoV-2, the county in which testing was performed;
• for people who have identified themselves during the test with an identity document issued by a state other than Romania or a passport: name, surname, passport number/identity document, citizenship, the month of the test, the result of which is negative for the SARS-CoV test -2, the county where the testing was performed.
Certificate of healing
• for people who have identified themselves during the test by the personal numerical code: name, first name, personal numerical code, series and number of the identity document, the month of the first test whose result is positive in the test for SARS-CoV-2, the county in which testing was performed;
• for persons who identified themselves during the test with an identity document issued by a state other than Romania or a passport: name, surname, identity document/passport number, citizenship, the month of the first test with a positive result in the test for SARS- CoV-2, the county where the testing was performed.
For the issuance of certificates in the case of minors under the age of 14, depending on the type of certificate requested, the mentioned data, except for the series and number of the identity document, as well as the completion of the name and surname of the person exercising parental authority over the minor, according to of the law, and confirmation of the fact that there is its agreement for the issuance of the requested certificate.
