Bucharest measures restriction March 27

Since March 27, 2021, Bucharest has imposed new restrictive measures by the Municipal Committee for Emergency Situations, and below you can see everything that must be respected starting today in the capital, the measures being taken due to the huge incidence rate.

"The Prefect's Institution - the Municipality of Bucharest informs that today, 27.03.2021, the extraordinary meeting of the Committee of the Municipality of Bucharest for Emergency Situations took place, through the use of electronic means
of communication, which, in applying the provisions
GD no. 293/2021, amended and supplemented by HG no. 348 of March 26, 2021 regarding the extension of the state of alert on the territory of Romania starting from March 14, 2021, as well as establishing the measures that are applied during it to prevent and combat the effects of the COVID-19 pandemic;
considering:
– the evolution of the COVID-19 pandemic caused by the new SARS-CoV2 coronavirus;
- art. 5 para. (3) lit. f) from Law no. 55/2020 regarding some measures to prevent and combat the effects of the COVID 19 pandemic, with subsequent amendments and additions;
- DSP Bucharest address no. 9834/24.03.2021, registered at the Prefect's Institution - Bucharest Municipality under no. 7614/24.03.2021, through which proposals were sent regarding the necessary measures to limit the spread of SARS CoV-2 infection at the level of the Municipality of Bucharest;
- DSP Bucharest address no. 10250/27.03.2021, registered at the Prefect's Institution - Bucharest Municipality under no. 7858/27.03.2021, by which the cumulative incidence rate was communicated, over a period of 14 days, which at the level of the Municipality of Bucharest is 6,88/1000 inhabitants on 27.03.2021, 10.00 a.m.;
- taking into account the constant increase in the number of new cases of infection with the SARS-CoV-2 virus, which generates constant pressure on the management capacity of the local public authorities organized at the level of the Municipality of Bucharest and the health system,
The Committee of the Municipality of Bucharest for Emergency Situations found that at the level of the Municipality of Bucharest, the cumulative incidence rate for 14 days, on 27.03.2021, at 10.04 am, is 6,88/1000 inhabitants, a fact for which,
starting from 28.03.2021, 00:00, the following measures were ordered for a period of 14 days, to be reevaluated at the end of it or when the threshold of 7,5/1000 inhabitants is reached:
1. The movement of people outside the home/household is prohibited between 22,00 and 5,00 on Monday to Thursday, and between 20.00 and 05.00 on Fridays, Saturdays and Sundays, provided that the cumulative incidence is maintained at at most 7,5/1000 inhabitants, with the following exceptions:
a) travel in professional interest, including between home / household and the place / places of professional activity and back;
b) travel for medical assistance, which cannot be postponed or carried out remotely, as well as for the purchase of medicines or for carrying out the vaccine according to the schedule;
c) travel outside the localities of persons who are in transit or make journeys whose time interval overlaps with the prohibition period, such as those made by plane, train, coach or other means of passenger transport, and which can be proved by ticket or any other way to pay for the trip;
d) travel for justified reasons, such as the care / accompaniment of the child, the assistance of the elderly, sick or disabled or the death of a family member;
e) leaving the domicile to protect life or physical integrity in case of a serious and imminent danger, by calling the Single National System for Emergency Calls - 112.
In order to verify the reason for the trip, in professional interest, the persons are obliged to present, at the request of the competent authorities, the service card / certificate issued by the employer, or a statement on their own responsibility.
In order to verify travel in their personal interest, they are obliged to submit the declaration on their own responsibility, completed in advance.
To travel to the vaccination center, people are required to provide proof of appointment.
The applicability of the measure ceases when the cumulative incidence rate over a period of 14 days falls below 3,5 / 1.000 inhabitants.
In order to participate in the religious services officiated on the occasion of the Pesach holiday, the movement of people outside the home/household is allowed on 28.03.2021, between 20.00:22.00 p.m. and XNUMX:XNUMX p.m.
For the participation in the religious services officiated on the occasion of the Catholic Easter, the movement of persons outside the home / household is allowed between 03.04.2021 - 04.04.2021, between 20.00 - 02.00.
2) The schedule of economic operators who carry out trade activities/provide services in closed and/or open, public and/or private spaces, can be held between 05.00 and 18.00 on Fridays, Saturdays and Sundays. On Mondays - Thursdays, the program can be carried out between 05.00 and 21.00, provided that the cumulative incidence is maintained at no more than 7,5/1000 inhabitants.
By exception from the above provisions, in the time interval 21,00 - 05,00 on Mondays to Thursdays, respectively 18.00 - 05.00 on Fridays, Saturdays, Sundays, economic operators may operate only in relation to economic operators with home delivery activity.
Also with the exception of the above provisions, pharmaceutical units, gas stations, economic operators with home delivery activity, as well as economic operators in the field of road transport of persons using vehicles with a capacity of more than 9 seats, including the driver's seat , and those in the field of road transport of goods using motor vehicles with a maximum authorized mass of more than 2,4 tonnes may carry out their activity in normal working order, in compliance with the rules of health protection.
We mentioned that the applicability of the measure ceases when the cumulative incidence rate over a 14-day period falls below 3,5/1.000 inhabitants.
At the same time, it was decided to suspend the activity of economic operators carried out in closed spaces, in the field of sports/fitness halls.
The applicability of the measure ceases when the incidence rate drops below 3,5/1.000 inhabitants.
3) Customers' access to shopping centers where several economic agents operate, such as malls, will be carried out in such a way as to ensure the maintenance of a physical distance of at least 2 meters and with the provision of an area of ​​at least 7 sqm/person, with compliance with all the provisions of the Joint Order of the Minister of Health and the Minister of Economy, Energy and Business Environment no. 1088/1910 of 2020.
4) Access to agro-food markets and floating markets is done by respecting the minimum distance of 2 m between any two people, but without exceeding 50% of the maximum capacity of the market, with the application of the provisions of Joint Order 335/2020 of the Ministry of Agriculture and Rural Development , the Ministry of Public Works, Development and Administration, the Ministry of Health and the Ministry of Labor and Social Protection.
5) STB SA will permanently monitor the degree of loading of the means of transport it serves, in order to reduce congestion in vehicles and stations, especially at peak hours.
The boarding/disembarking circuit in the means of transport will be respected, with passengers entering through the front door and disembarking through the back door.
STB SA will inform travelers about the obligation to wear the protective mask correctly and to avoid the consumption of food products in public transport, through audio - video means and by display in public transport.
6) Metrorex SA will inform and guide the traveling public through the sound stations about the congested situations and will inform them about the obligation to keep their physical distance and to wear the protective mask correctly.
It was decided that in the educational units the participation in classes should take place as follows:
* With physical presence for:
- all preschoolers and primary school pupils,
- students in grades VIII, XII, XIII and students in the final years of vocational and post-secondary education, in compliance with and application of all protection rules, up to half of the total number of students enrolled in those classes terminal;
It is allowed to organize the following activities with physical presence in educational units:
– simulations of national exams and exams for final years;
– national assessments.
** The daily participation, in online system, of the students from the other classes / years of study.
7) It was decided to prohibit the activity with the public of economic operators who carry out activities of preparation, sale and consumption of food products and/or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings, as well as inside other closed public spaces that have a roof, ceiling or ceiling and are bounded by at least two walls, regardless of whether they are temporary or permanent constructions.
At the same time, it was decided to prohibit the activity of restaurants and cafes inside hotels, guesthouses or other accommodation units, except for serving the people staying inside these units.
It is allowed to prepare, sell and consume food and alcoholic and non-alcoholic beverages in specially designed spaces located outside buildings, outdoors, and in public spaces if they have a ceiling and a single wall with a minimum distance of 2 meters between tables. and the participation of a maximum of 6 people in a meal, if they are from different families and in compliance with the health protection measures established by joint order of the Minister of Health, Minister of Economy, Entrepreneurship and Tourism and the President of the National Sanitary Veterinary and Food Safety Authority.
It is allowed to prepare food and sell food and alcoholic and non-alcoholic beverages that are not consumed in the respective premises.
Bars, clubs and discos are not allowed.
The activity with the public of licensed economic operators in the field of gambling is prohibited, except for the activity of marketing LOTO tickets, bets and lottery, in compliance with health protection measures.
8) It is forbidden to organize and carry out the activity with the public in cinemas, performance institutions and / or concerts, including those of the drive-in type.
It is forbidden to organize and hold outdoor shows, concerts, public and private festivals or other cultural events.
It is mandatory to wear a protective mask so as to cover the nose and mouth for all persons who have reached the age of 5, in all public spaces.
We specify that the contravention regime applicable for non-compliance with the measures ordered is the one established in art. 64 - 70 of Law no. 55/2020.
Depending on the evolution of the epidemiological situation at the level of the Municipality of Bucharest, additional measures may be instituted, in compliance with the legal norms in force."
