The Government of Romania: The New Relaxations That Come Into Force on August 1st

The Romanian government adopted today an emergency ordinance by which it adopted the relaxations that will come into force starting on August 1 in Romania, with Prime Minister Florin Citu saying, however, that it is not about measures that will relax the situation in Romania too much.

The Romanian government will mainly allow events with several people, both outdoors and indoors, but apart from that, not much is changing in the context in which the 4th wave has already hit Romania.


Cultural, artistic and entertainment activities will be able to be organized and carried out in open spaces with the participation of no more than 2.500 people, with the obligation to wear a protective mask, if the cumulative 14-day incidence of cases in the locality is greater than 2 and less or equal to 3/1.000 inhabitants and all participants are persons vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, persons presenting a negative result of an RT-PCR test for infection with SARS-CoV-2 virus not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are between the 15th day and the 180th day following confirmation of infection with SARS-CoV-2.

Also, cultural, artistic and entertainment activities can be organized and carried out in open spaces with the participation of no more than 75.000 people, with the obligation to wear a protective mask, if the cumulative 14-day incidence of cases in the locality is less than or equal to with 2/1.000 inhabitants and all participants are persons vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, persons presenting a negative result of an RT-PCR test for SARS virus infection -CoV-2 not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are between the 15th day and the 180th day after confirmation infection with SARS-CoV-2.

Activities can be organized and carried out in all localities regardless of the cumulative incidence rate per 14 days of cases with a number greater than 2.500 people, if all participants provide proof of vaccination against SARS-CoV-2 for which 10 days have passed since completion of the complete vaccination schedule.

The organization of private events (weddings, baptisms, festive meals, memorial services, etc.) will be allowed starting from 01.08.2021, with the participation of a maximum of 150 people in open spaces, or with the participation of a maximum of 100 people in closed spaces, if the cumulative 14-day incidence of cases in the locality is greater than 2 and less than or equal to 3/1.000 inhabitants and sanitary protection measures are respected, in the time interval 5:00-02:00. When determining the maximum number of people, children under the age of 16 are not included.

The organization of private events (weddings, christenings, festive meals, memorial services, etc.) will be allowed starting from 01.08.2021, with the participation of a maximum of 200 people in open spaces, or with the participation of a maximum of 150 people in closed spaces, if the cumulative 14-day incidence of cases in the locality is less than or equal to 2/1.000 inhabitants and health protection measures are respected, in the time interval 5:00-02:00. When determining the maximum number of people, children under the age of 16 are not included.

The organization of private events (weddings, christenings) will be allowed with a maximum number of 300 people indoors and with the provision of an area of ​​2 sqm for each person in them/localities where the cumulative incidence over 14 days is greater than 2 and more less than or equal to 3/1.000 inhabitants, in the time interval 5:00-02:00 and if all participants are persons vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, persons showing the negative result of an RT-PCR test for infection with the SARS-CoV-2 virus not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are in the period between the 15th day and the 180th day after confirmation of SARSCoV-2 infection.

Private events (weddings, baptisms) will be allowed with a maximum number of 400 people indoors and with the provision of an area of ​​2 sqm for each person in them/localities where the cumulative incidence over 14 days is less than or equal to 2/1.000 of inhabitants, in the time interval 5:00-02:00 and if all participants are persons vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme, persons presenting a negative test result RT-PCR for infection with the SARSCoV-2 virus not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are between the 15th day and 180th day after confirmation of infection with SARS-CoV-2.

Starting from 01.08.2021, outdoor recreational and sports activities will be carried out with the participation of no more than 30 people who do not live together, if the cumulative incidence of cases in the locality over 14 days is greater than 2 and less or equal to 3/1.000 inhabitants and with the participation of no more than 50 people who do not live together, if the cumulative 14-day incidence of cases in the locality is less than or equal to 2/1.000 inhabitants.

Starting from 01.08.2021, it will be possible to organize rallies and demonstrations with a maximum number of participants of 100 people, if the cumulative 14-day incidence of cases in the locality is greater than 2 and less than or equal to 3/1.000 of inhabitants and with a maximum number of 500 people if the cumulative 14-day incidence of cases in the locality is less than or equal to 2/1.000 inhabitants.

Starting from 01.08.2021, activities in bars, clubs, discotheques and game rooms will be allowed, up to 70% of the maximum capacity of closed spaces in the time interval 5:00-02:00, if the cumulative incidence over 14 days of cases in the locality is greater than 2 and less than or equal to 3/1.000 inhabitants and up to the maximum capacity if the cumulative 14-day incidence of cases in the locality is less than or equal to 2/1.000 inhabitants. Participation in these activities is allowed only for people who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination scheme.
