The Romanian government officially adopted today the restrictions that many people feared, and this is because people who are not vaccinated will have to have COVID certificates to have access to certain activities, and this means that they will have to be tested in beforehand, if they are not vaccinated or recently cured.

The Romanian government took this measure after the explosion of cases in recent weeks, and according to the decision adopted by the authorities, these restrictions are applied starting with incidence rates of 3/1000 inhabitants, something that has been talked about for quite some time.

Thus, in counties/localities where the cumulative incidence per 14 days is greater than 3/1.000 inhabitants and less than or equal to 6/1.000 inhabitants, a series of rules are established for carrying out activities, which are only allowed with the participation of the following categories of people:

  • vaccinated against the SARS-CoV-2 virus and for which 10 days have passed since the completion of the full vaccination scheme
  • showing the negative result of an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test for SARS-CoV-2 virus infection not older than 48 hours hours
  • which is between the 15th day and the 180th day after confirmation of infection with the SARS-CoV-2 virus.

The obligation to present the negative result of an RT-PCR test for infection with the SARS-CoV-2 virus, not older than 72 hours, or the certified negative result of a rapid antigen test for infection with the SARS-CoV-2 virus, not older than 48 hours, does not apply to persons who are less than or equal to 6 years of age.

in closed or open spaces, sports competitions can be held on the territory of Romania with the participation of spectators up to 30% of the maximum capacity of the space, ensuring a distance of at least 1 meter between people and wearing a protective mask;

2. the organization and performance of the activity in cinemas, performance institutions and/or concerts are allowed with the participation of the public up to 50% of the maximum capacity of the space and with the wearing of a protective mask;

3. the organization of private events (weddings, baptisms, etc.) with a maximum number of participants of 200 people indoors and with the provision of a surface area of ​​at least 2 square meters for each person;

4. the organization of training courses and workshops for adults, including those organized for the implementation of projects financed from European funds, is allowed with a maximum number of participants of 150 people inside and a maximum of 200 people outside, with the provision of a surface of at least 2 square meters for each person, wearing a protective mask and respecting the public health norms established by the order of the Minister of Health;

5. the organization of conferences is allowed with a maximum number of participants of 150 people indoors, with the provision of a surface area of ​​at least 2 square meters for each person, with the wearing of a protective mask and compliance with the public health norms established in the order of the Minister of Health;

6. under the terms of Law no. 60/1991 on the organization and conduct of public gatherings, republished, the organization of rallies and demonstrations is allowed with a maximum number of participants of 100 people;

the activity with the public of economic operators carrying out preparation, marketing and consumption of food products and/or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings, as well as on terraces is allowed up to 50% of the maximum capacity of space in the time interval 5:00 – 2:00;

8. activity in bars, clubs and discotheques is allowed without exceeding 30% of the maximum capacity of the space between 5:00 and 2:00;

9. – the activity with the public of licensed economic operators in the field of gambling is allowed up to 50% of the maximum capacity of the space;

10. - the activity with the public of the economic operators who carry out indoor swimming pool administration activities is allowed without exceeding 50% of the maximum capacity of the space;

11. - the activity of economic operators who manage playgrounds for children in closed spaces is allowed without exceeding 50% of the maximum capacity of the space and in the time interval 5:00 - 24:00;

12. - the activity of economic operators who manage gaming rooms is allowed without exceeding 50% of the maximum capacity of the space in the time interval 5:00 - 2:00;

13. - outdoor sports and recreational activities are allowed with the participation of a maximum of 10 people who do not live together, under the conditions to be established by joint order of the Minister of Culture and the Minister of Youth and Sports.
