The Government of Romania, through the National Committee for Emergency Situations, decided yesterday to apply a new series of restrictions in our country, but also a new list of countries at risk for which quarantine is imposed in the case of returning to the country after a trip, regardless of the duration this one.

"Considering the complex situation generated by the evolution of new cases of the disease in Europe and the major implications determined by the entry into the national territory of a large number of people from countries/areas of high epidemiological risk,

Taking into account the progressive daily increase in the number of infected people, with a preponderance in certain areas or localities, which causes a permanent pressure on the management capacity of the administrative-territorial units and the health system,

In accordance with Art. 4 para. (1) lit. c) and d) and of art. 81 of the Government Emergency Ordinance no. 21/2004 regarding the National Management System of
of Emergency Situations, approved with amendments and additions by Law no. 15/2005 with subsequent amendments and additions,

Pursuant to the provisions of art. 5, para. (2) lit. (d), para. (3) lit. (a) and art. 71 of Law no. 55/2020 regarding some measures to prevent and combat the effects of the pandemic
of COVID-19, of art. 4 and art. 11 para. (1) from Law no. 136/2020 republished, regarding the establishment of measures in the field of public health in epidemiological and biological risk situations, of art. 20 lit. l) from Government Emergency Ordinance no. 21/2004 regarding the National Emergency Management System, approved with amendments and additions by Law no. 15/2005, with subsequent amendments and additions and art. 2 and art. 4 of Government Decision no. 94/2014 regarding the organization, operation and composition of the National Committee for Special Emergency Situations,

The National Committee for Emergency Situations adopts this

DECISION:

Art. 1 (1) The list of countries/areas of high epidemiological risk is approved for which the measure of quarantine is instituted on persons arriving in Romania from them, in force starting from 07.10.2020, provided in the annex.

(2) It is exempted from the measure provided for in para. (1), persons arriving in Romania from countries/areas of high epidemiological risk, if they stay on the national territory for a period of less than 3 days (72 hours) and present a negative test for SARSCoV-2, carried out at most 48 hours before entering the national territory.

(3) Persons arriving in Romania from the countries/areas of high epidemiological risk provided for in para. (1) and enter quarantine for a period of 14 days, they can come out of quarantine after the 10th day, if they perform a test for SARS-CoV-2 on the 8th day of quarantine, and the result is negative and they do not show symptoms specific.

Art. 2 The organization of religious holidays is allowed only with the participation of people who have their domicile or residence in the locality where the activity is carried out, without the participation of people/pilgrims from other localities.

Art. 3 (1) The county/municipality of Bucharest committees for emergency situations have the obligation to meet in an extraordinary meeting, at most 48 hours from the date of issuance of this decision, in order to analyze in detail the epidemiological situation at the level of each the locality and the emergency disposition of measures to reduce the impact of the risk according to the legal provisions approved by the decisions of the Government and those of the National Committee for Emergency Situations.

(2) In the situation where the cumulative incidence in the last 14 days of cases at the county level or of one or more localities exceeds 1,5/1.000 inhabitants, subsequently
the measures adopted according to the provisions of para. (1), the county/municipality of Bucharest committees for emergency situations have the obligation to meet in extraordinary session, at most 48 hours from the date of exceeding the above-mentioned threshold.

Art. 4 It is proposed that the persons elected in the electoral poll organized in September 2020, for the election of mayors, presidents of county councils and
members of local and county councils, to be able to take the oath provided for in the Government's Emergency Ordinance no. 57 of July 3, 2019 regarding the Administrative Code, without physical presence, through electronic means of remote communication, when the person in question is in isolation or quarantine, in accordance with the law.

Art. 5 All public and private institutions, as well as economic operators that operate in localities where the cumulative incidence of cases in the last 14 days is greater than 1,5/1.000 inhabitants, have the obligation to analyze the way of carrying out the activity in order to the organization of the work schedule in a work-at-home/telework regime, and where this is not possible, it is recommended to postpone the work schedule.

Art. 6 This decision is communicated to all components of the National Emergency Management System, for implementation through orders and administrative acts of their leaders."
