Defense Minister: New draft law for voluntary military training

The Minister of Defense officially announced the launch in legislative transparency of a draft law aimed at amending a law from 2006 that regulates the training of the population for defense, it comes with a series of novelties that will also allow the voluntary enlistment of civilians for training.

The Minister of Defense says that Romanians who are between the ages of 18 and 35 and have not completed active military service, or in reserve, can participate on a voluntary basis in a basic military training program lasting 4 months, being soldiers volunteers within this period, and you can find more details below.

"During today, the Ministry of National Defense, Romania launched, in procedure of legislative transparency, the initial form of a draft law for the amendment and completion of Law no. 446/2006 regarding the preparation of the population for defense.

The amendments to the normative act that are proposed ensure the coherence and correlation of the content of the law with the provisions of the normative acts in the field of defense and national security newly entered into force. One of the most important provisions is the addition of a new category of staff, military volunteers in the term, in the structures of the Ministry of National Defense, as well as the creation of the legal framework regarding their participation in the basic military training program.

Thus, during peacetime, Romanian citizens, men and women, with permanent residence in Romania, aged between 18 and 35, who have not completed active or reserve military service, will be able to request the participation of the Ministry of National Defense on volunteering basis, to a basic military training program, lasting up to 4 months, as a volunteer military in term.

By introducing this concept, the increase in the quantity and quality of the mobilization reserve is taken into account, which has progressively decreased as a result of the suspension, starting from January 1, 2007, of the compulsory military service during peacetime. As a result, the Romanian citizens who will perform, after the adoption of the normative act, the military service as a volunteer military within the term can represent an important source for completing the mobilization reserve of the Romanian Army.

Another provision of the project refers to the creation of the legal framework regarding the training of the peacetime operational reserve, similar to the voluntary reservists, taking into account the need to maintain the same level of military training of these categories of reservists who can complete, in the situations provided for by law , the structures with attributions in the field of national defense and security."
