Russia's Decision Reveals the Problem Facing Putin

Russia withdrew its troops from the city of Lyman yesterday to protect its soldiers and military equipment that still have fighting capacity, and this before the reinforcements prepared by Vladimir Putin are sent to the front in Ukraine to keep control over the territories already conquered.

According to military experts, this measure taken by Vladimir Putin suggests that Russia prefers to protect its territories in Kherson and Zaporozhye instead of those in Donetsk and Luhansk, which could be true, but it remains to be seen what radical decisions he is preparing to make in application the Kremlin.

"Russia's withdrawal from Lyman indicates that Putin prioritizes the occupied territories in southern Ukraine. The Institute for the Study of War said "the decision not to reinforce the vulnerable Kupiansk or Lyman front lines was almost certainly Putin's, not the military command's."

The decision "suggests that Putin cares much more about maintaining the strategic terrain of Kherson and Zaporizhzhia regions than Luhansk region," according to ISW.
