The first method involves checking the restrictions section of the App Store, the Camera app icon can be hidden from the main apps screen there, so you can see if it's disabled in the sub-menu Allow accessing Settings > Generate > Restrictions, Settings > General > Restrictions. If the Camera application is disabled, then you will have to activate it, a green button should be displayed to its right.
The second method involves resetting the arrangement of the icons in the main application screen, this option rearranging the icons in the standard iOS mode, it can be activated from Settings > General > Reset > Reset Screen Layout, Settings > General > Reset > Reset main screen.
Finally, the third possible solution to the problem is based on a restore of your terminal and avoiding the use of a backup, the latter solution certainly having the best chance of completely solving your problem, even if you will lose some data.
In the event that none of these methods will solve the problem, then you will have to take the terminal to a service for repairs.
