Telekom has a huge fine applied in Romania by ANCOM for not fulfilling some obligations that it assumed many years ago.

Telekom is the target of a huge fine applied by ANCOM, the National Authority for Communications Administration and Regulation, due to the fact that it does not cover enough of the Romanian population. The fine from ANCOM against Telekom is the result of a check carried out at the national level by the authorities to see if the telephone operators comply with their obligation to cover 98% of inhabited areas with voice services.

Telekom is the only one of the four big mobile operators that was fined, those from Orange and Vodafone only received warnings, while the former were fined 500.000 LEI. Vodafone has the highest coverage in Romania, at 97.80%, Orange occupies the second place with 97.56%, while Telekom has a coverage of "only" 96.8%, so it also received a large fine, which it will probably not pay in the end.

Telekom fell victim because it did not cover the 12.768 verified localities in a proportion of 98%, as stipulated by the obligations of mobile operators assumed for Romania. Digi Mobil was not taken into account here because it probably has no obligations of this kind, but in the case of the other 3, the coverage obligation had to be fulfilled on April 5, 2017, so a year and a half ago, and Telekom has not solved any problems until now, unfortunately for his clients.

"The results of the measurement campaign regarding the coverage of voice services are as follows: Orange Romania -97.56% of the population, Telekom Romania Mobile Communications - 96.8% of the population and Vodafone Romania - 97.80% of the population. Because none of the mobile operators reached the value set by the licenses and taking into account the degree of fulfillment of the obligation, ANCOM fined Orange Romania and Vodafone Romania with a warning and Telekom Romania Mobile Communications with a fine of 500.000 lei. "

Telekom, Orange and Vodafone obliged to have this coverage in 2012, when they got the licenses to use the spectrum related to the creation of 2G and 3G networks in Romania, so they had enough time to respect what they assumed. Telekom will more than likely file an appeal for this fine, and will fight in court to avoid paying it, being able to win in the end, if it manages to prove that it is not guilty of not fulfilling its obligations.
