Google Chrome is going to be blocked by the Google company, initially, on phones running Android 4.1, 4.2, or 4.3, the minimum version required to use the browser being 4.4, for this operating system.
Google Chrome will basically be blocked on about 32 million Android phones, this being the figure represented by the percentage of terminals with this operating system that are currently active globally. Android has over 1 billion active users worldwide, but blocking Google Chrome on 32 million phones is a very serious measure, and those from Google have certainly analyzed the impact that the change is going to have.

Google Chrome will be stuck on a very old version of the operating system, 4.4, which is still more used than Android 9, which was launched in August, but that is part of a completely different problem. Users who still have Android 4.1, 4.2, 4.3 in their phones will be forced to update to a new version of the operating system to continue using Google Chrome, which in some cases will not be possible if there are no updates from producers.
Google Chrome is also blocked on tens of millions of iPhone phones and iPad tablets, the Google company allowing the installation of the operating system only on terminals that have iOS 10 or a newer version. iOS versions older than iOS 10 represent about 5% of Apple's total user base, i.e. somewhere over 50 million devices, so in the case of iDevices, Google Chrome is inaccessible to many people at the moment.
