RCS & RDS. Orange, Vodafone, Telekom, UPC, and others internet service providers are targeted by an unprecedented measure for Romania, but it is already applied in other states in the European Union, and not only. I'm talking about a bill that will oblige RCS & RDS and the rest of the internet service providers to block online terrorist propaganda to prevent people from adopting the ideology of these movements by repeatedly accessing content from the internet.
RCS & RDS. The fine that will be imposed against Internet service providers that do not block access to such content is from 50 million LEI, and up to 100 million LEI, high enough to convince them to be vigilant. For individuals who repeatedly access terrorist propaganda content, a criminal case will be filed, because we are talking about a crime punishable by up to three years in prison, but all if RCS & RDS and the other operators do not block access.

RCS & RDS. Practically, operators will have to block access to websites where various terrorist acts are presented, or where the ideology of terrorist organizations around the world is simply promoted. There are many websites of this kind, but including websites that present images of this kind, some even without links to terrorist organizations, and RCS & RDS and the rest of the companies will have to block everything in order not to be fined.
The hosting service providers and the content providers are obliged, upon the reasoned decision of the regulatory authority, to interrupt, immediately, with the information of the users, the transmission in an electronic communications network or the storage of the content, by removing it at the source, if by through the respective content acts of terrorism are advocated, terrorist acts are encouraged or ideas, concepts, doctrines or attitudes are promoted, in order to support the cause/activity of terrorist entities.
RCS & RDS. The blocking of the content will be done at the request of ANCOM, which in turn must receive a request from a state institution authorized to identify online websites that contain terrorist propaganda. This means that the bureaucracy will seriously complicate the blocking of this kind of content by RCS & RDS and other companies, so everything will not be done automatically, but only after it is officially requested.
RCS & RDS. The draft law is more than likely based on a European directive, because in other countries there are already laws of this kind, but now they all arrive later in our country, the same is happening with this.
