The Romanian government decides on measures for the coronavirus pandemic

The Romanian government adopted today, through the CNSU, a new decision that imposes new protection measures in the midst of the Coronavirus pandemic, as well as the reopening of schools throughout the country, and below you have all the details of the measures that are imposed from now on.

"Art.1 – (1) It is proposed to resume activities that require the physical presence of preschoolers and students in educational units, according to the following scenarios:
a) The green scenario - the cumulative incidence in the last 14 days of cases in the locality is less than or equal to 1/1.000 inhabitants - activities that require the physical presence of pre-schoolers, preschoolers and students in educational institutions are allowed for all categories of pre-schoolers, preschoolers and schoolchildren;
b) The yellow scenario – the cumulative incidence in the last 14 days of cases in the locality is greater than 1/1.000 but less than or equal to 3/1.000 inhabitants – activities that require the physical presence of pre-schoolers, preschoolers and students in educational institutions are permits for all pre-schoolers and preschoolers, students of primary education classes, as well as for students of terminal classes of secondary, high school, vocational and post-high school education;
c) Red scenario - the cumulative incidence in the last 14 days of cases in the locality is greater than 3/1.000 - activities that require the physical presence of pre-schoolers, preschoolers and students in educational institutions are allowed for all pre-schoolers and preschoolers, as well as for students primary education classes.
(2) It is proposed that, regardless of the scenarios provided for in para. (1), practical training internships for students from technological high school, post-high school, professional and dual professional education, to take place with physical presence, respecting the procedures regarding the protective measures established by the organizing entities of practical training internships and the provisions of the Joint Order of The Minister of Education and Research and the Minister of Health.
(3) It is proposed that the decision regarding the manner of carrying out activities that require the physical presence of students within higher education institutions, is taken by their leaders, based on university autonomy.
(4) At the level of localities where the zonal quarantine measure is instituted, activities that require the physical presence of preschoolers and students in educational units are not allowed.
(5) In the event of a change in the cumulative incidence rate, which determines the inclusion in another scenario from those provided for in para. (1), the finding and modification of the scenario is done under the terms of Law no. 55 of 2020 regarding some measures to prevent and combat the effects of the COVID-19 pandemic and the joint order of the Minister of Education and Research and the Minister of Health.

Art.2 – It is proposed that the activities that require the physical presence of students in the pre-university education units within the Ministry of Internal Affairs and the Ministry of National Defense, be managed according to the analysis of the epidemiological situation carried out at the level of the ministries of which they are part and established by decisions of their leaders, without the provisions of art. 1.

Art.3 – It is proposed to develop a normative act by which the complementary measure of suspending the activity, for a determined period, is established for economic operators who do not comply with the measures to prevent and combat the spread of COVID-19.

Art.4 – This decision is communicated to all the components of the National Emergency Management System, for implementation through orders and administrative acts of their leaders."
