Minister of Health LAST MINUTE Decision Major Impact National Level Romania

The Minister of Health has officially announced an extremely important decision that affects all of Romania, and that will have a major impact for millions of Romanians in the country, and this is because the performance criteria for the annual evaluation of hospital managers are being changed at the governmental level public.

The Minister of Health had announced for some time that he would like to make changes of this kind in order to increase the quality of the medical services that Romanians benefit from in hospitals throughout the country, and this step is an extremely important one so that, in the end, Romanians have access to quality treatment when they arrive at the country's hospitals.

"The Ministry of Health has put into public debate, on the web page, the Decisional Transparency section, the draft Order on the performance criteria based on which the annual evaluation of the public hospital manager's activity is carried out, as a result of which the management contract can be extended or terminated before the deadline.

The performance criteria are represented by human resources management indicators, service use indicators, economic-financial and quality indicators. The draft normative act includes a series of new measures that will be introduced within the management indicators

In the criteria aimed at the management of human resources, a new indicator will be introduced that will reflect the degree of occupation with specialized personnel of the service/compartment for the prevention of infections associated with medical assistance. Also as a novelty, an indicator will be introduced in the service utilization indicators that will reflect the number of day hospitalizations compared to the total number of hospitalizations.

With regard to quality indicators, indicators were introduced that take into account whether the unit was sanctioned for hygiene-sanitary reasons, but also indicators regarding the screening rate for germs at epidemic risk (carbapenem-resistant Enterococci, vancomycin-resistant Enterococci , Enterobacteriaceae producing extended-spectrum beta-lactamases) in patients hospitalized in the ATI, oncology, hematology departments, as well as the annual study of the current prevalence of nosocomial infections and antibiotic consumption based on the methodology developed by the National Institute of Public Health.

The single-dose antibiotic compliance rate in perioperative antibiotic prophylaxis found in the current prevalence study will also be taken into account. The annual evaluation based on the performance criteria is done by referring to the performance indicators assumed by the management contract."
