It seems that regardless of the settings made by users in the Configurations, Settings application, for Touch ID, downloading applications from the App Store always requires entering the Apple ID password of the terminals, so that no one will be able to download without hassle. Considering that many users with various terminals that have Touch ID report the problem, it is clear that everything is related to iOS 8.3 and we are talking about a bug that annoys a lot of people who have complex passwords and relied on Touch ID to prevent them enter at every download.
No one knows if this problem is related to the new function it allows downloading free apps without Touch ID or password in iOS 8.3, but there is a high chance that its introduction has "broken" the download system using fingerprints for authorization, so it remains to be seen how Apple will solve everything.
