The developer of the Finder for Airpods application does not say how exactly it locates the headphones, but says that the location is approximate, the application telling us how close we are to a headphone. In this idea, using the strength of the Bluetooth signal as the location source is most likely the solution found by the creator of Finder for Airpods.
The Finder for Airpods application is available in the AppStore at the price of 4 euros following this link, replacing an AirPods headset costing approximately 70 euros.
