Apple Arcade will work on iDevices/Macs regardless of the internet connection, and when we close a game, it will be saved in the cloud, and we will be able to continue where we stopped the action. Apple Arcade will be launched in over 150 countries around the world only from the fall of this year, so it will most likely be integrated in iOS 13 for all users.
Apple Arcade does not have a price announced by the Apple company, but all the rumors so far have told us that it will cost $9.99, so this will probably happen. The big problem is the limited number of games of Apple Arcade, i.e. only 100 for iDevices, so it remains to be seen how interesting it will be.
