Basically, Huawei's partners will have to beg the American government to allow them to sell their products to the Chinese, which could generate even more frustration for these companies.

"US Commerce Secretary Wilbur Ross said that his department "will issue licenses where there is no threat to US national security." However, he clarified that "Huawei itself remains on the Entity List, and the announcement does not change the scope of items requiring licenses."

Huawei. We don't know yet if Google will be able to license Android for the Chinese, or if ARM will be able to allow them to use their architecture for the processors implemented in phones. Nobody knows anything because the US government has not established a series of clear rules regarding what American companies can do in the commercial relations they want to have with Huawei, so the confusion is still far from disappearing.
