The Romanian Police initiated, through SEAP, a tender to buy a facial recognition system that would be used for investigations in a multitude of ways, from analyzing pictures on social networks, to analyzing images taken from surveillance cameras.

The Romanian Police J allocates 1 million euros for this project, and the money includes not only the software itself, but also the training of the personnel who will use the system, plus the hardware solutions that will be integrated, at least according to the offer that was launched by SEAP by the authorities.

"The contracting authority intends to purchase an IT solution for facial recognition + training, within the project "Development of the facial recognition and identification system (NBIS) and its interconnection with EU law enforcement authorities through sTESTA".

The contracting authority shall respond clearly and fully to all requests for clarification/additional information on the tenth day before the deadline set for the submission of tenders.

The number of days until which clarifications can be requested before the deadline for submission of offers: 15 days.

It is intended to purchase an IT solution for facial recognition + training:

  1. The computer solution for facial recognition will consist of the following components: a) Software for identification and facial recognition with a minimum of 2.000.000 entities, b) Licensing of server-type operating systems, c) Database solution and replication solution databases, d) Virtualization solution, e) A server cluster for mission critical operations, f) Blade servers, g) Storage solution.
  2. Facial recognition training (250 people);
  3. Training for the virtualization solution (10 people);
  4. Training for the operating systems offered (10 people)."
