The Minister of Defense made a series of last-minute announcements regarding the war in Ukraine and NATO, the government official saying that peace is no longer guaranteed in the world, and that thinking must change, in order to prepare ourselves, preventively, for what it's worse.

The Minister of Defense explains below how NATO's strategic concept has also changed due to the war in Ukraine, and how Russia is currently viewed by the countries of the alliance, the country's actions in the last 10 years triggering a radical change in attitude.

"What can we learn from what happened? The first lesson, of course, is the one related to the fact that peace is no longer guaranteed anywhere in the world, and we can never think that you don't have to prepare for the worst. We had a period in which I believe, it can be seen in these 30 years, the way we equipped the Romanian Army, the way the endowment was programmed.

We thought for a very long time only about the idea that, of course, we need to modernize the army, that we need to prepare, in principle, for a war, but no one really believed that there would be a hot war in Europe. This is the first lesson, peace is no longer assured, and it is very clear.

Secondly, what was seen in the NATO strategic concept from Madrid, and appeared to a large extent, these lessons of the war already appeared in the NATO concept from Madrid. After 12 years, the strategic concept of the previous NATO was in 2010. In 2010, Russia was passed as a partner of NATO, at that time, the time of Crimea had not come.

Many of today's threats, which were seen to be part of, let's say so, the concrete, practical corpus of the war, were not the object of any analysis, or any defense possibilities, or tactics, from the strategic concept. The hybrid war was not considered a real threat, certainly there was talk about the electronic war even then, but not in official documents.

The concept of resilience, for example, also the world map looks different in that strategic concept of NATO, China did not appear as a global strategic player in that concept. There were no other forms related to resilience, and related to the propaganda, psychological war, which is already daily in the world, this being the second lesson, the forms of war changing majorly in a decade."
